On August 13th, President Trump announced that Israel and the United Arab Emirates had agreed to “finalize a historical [sic] peace agreement” that would involve full normalization of relations between the two nations. Trump stated: “Not since the Israel-Jordan peace treaty was signed more than 25 years ago has so much progress been made towards peace in the Middle East.”

In this context, the Middle East Institute (MEI) and the Foundation for Middle East Peace (FMEP) invite you to join a two-part webinar series: The Implications of the Israel-UAE Deal. These two webinars, co-moderated by MEI’s Khaled Elgindy and FMEP’s Lara Friedman, will explore what the Israel-UAE does (and doesn’t) mean, the political context that led to its achievement, and its implications for the future.

The defenders of President Donald Trump’s Iran policy maintain that the “maximum pressure” campaign is working. They argue that not only is an Iran under pressure less able to undermine the interests of the US and its allies in the Middle East, but that this strategy is resulting in new geopolitical realities. They point to the recent Israel-UAE agreement as evidence. Critics of the “maximum pressure” campaign disagree and claim there is little evidence that Washington has been able to reshape Iran’s regional ambitions. This panel will look at these topics and examine where Iran and Israel stand vis-à-vis each other and specifically consider ways the US and allies can seek to address Tehran’s rejection of Israel as a fellow UN member state.

Please join the CSIS Commission on Strengthening America’s Health Security on Wednesday, September 2, 2020 from 2:00 p.m. – 3:00 p.m. EDT for a discussion with Heather A. Stephen Morrison, Senior Vice President and Director of the CSIS Global Health Policy Center, will introduce and moderate the event discussion on Russia’s Sputnik V vaccine and its geo-strategic implications.

On August 11, Russia announced that it had approved the first Covid-19 vaccine for human use: Sputnik V. This announcement immediately stirred question and controversy within Russia and around the world, because the vaccine is unproven – it has not undergone large scale phase III clinical trials for safety and efficacy. Launching a vaccination campaign in Russia – and potentially elsewhere – without adequate safety and efficacy data could have global ramifications.

This event will feature a diverse panel of experts that will examine the implications of this announcement and what may lie ahead in the future. How might this play out within Russia – what resistance is Putin facing domestically, and what assets have been mobilized to support the campaign? Is there a success scenario for Putin? What might this mean for Russia’s distribution partnerships with other countries? What has the reception been in Europe, the United States, China, and at the World Health Organization?  Does this development signal the degradation of international norms around vaccine development?

This discussion is part of a series of events hosted by the CSIS Commission on Strengthening America’s Health Security examining the global scramble for a Covid-19 vaccine. The first event, The Scramble for Vaccines and the COVAX Facility, focused on COVAX, a nascent international initiative to develop and equitably distribute Covid-19 vaccines to benefit all countries, rich and poor.

Sanctions-Busting in the DRC | September 3, 2020 | 2:00 PM EDT | Atlantic Council | Register Here

The Sentry released a new report, “Overt Affairs,” documenting how two North Korean businessmen openly busted international sanctions in the Democratic Republic of the Congo (DRC). International sanctions programs on North Korea focus heavily on disrupting access to the international financial system due to the danger that revenue generated overseas could ultimately be used to fund the country’s nuclear weapons program. Private and public sector institutions in the DRC should have stopped this activity in its tracks, and the fact that they did not is more than a simple lapse. These frailties not only put the DRC’s banking sector and broader economy in significant danger, but they can also have global implications by undermining the effectiveness of international sanctions programs and the integrity of the international financial system.

In many ways, the United States sets the pace for other nations to follow. Yet on the most important human concern—the need to keep ourselves and our loved ones safe from physical harm—America isn’t a leader. In his new book, “The Violence Inside Us: A Brief History of an Ongoing American Tragedy,” Senator Chris Murphy (D-Conn.) explores the origins of our violent impulses, the roots of our obsession with firearms, and the mythologies that prevent us from confronting our national crisis. Senator Murphy comes to the conclusion that while America’s relationship to violence is indeed unique, America is not inescapably violent. Even as he details the reasons we’ve tolerated so much bloodshed for so long, he explains that we have the power to change.

On September 3, Governance Studies at Brookings will host a webinar with David M. Rubenstein Fellow Rashawn Ray and Senator Murphy on his new book. The pair will discuss the history of violence in America and its long-term impacts, as well as the concrete steps that must be taken to change the nation’s narrative.

Like the first election, this second round of votes again systematically ignored issues facing Israel’s minority communities, including Palestinian citizens of Israel and Bedouin communities living in the Negev. This panel will discuss those issues and examine how Israel’s major political parties and its leaders have treated minority communities on the campaign trail.

The Washington Humanitarian Forum will include the launch of a report produced by the CSIS Task Force on Humanitarian Access. The Task Force, co-chaired by Senator Todd Young (R-IN) and Senator Cory Booker (D-NJ), looked at ways in which denial, delay, and diversion prevents humanitarian assistance from reaching the most vulnerable populations, and vice versa, in conflict-affected areas. The past year has seen no end to the turbulence plaguing Libya since the ouster of Moammar al-Gadhafi in 2011, with armed factions vying for control of the country’s strategic assets and United Nations-facilitated negotiations leading nowhere. While the self-styled Libyan National Army of General Khalifa Haftar continues, unsuccessfully, to try to take over the country militarily, the internationally-recognized government of Prime Minister Fayez Serraj in Tripoli, propped up by militias opposed to Haftar, retains control over major institutions and sources of national wealth. Weapons of increasing sophistication and lethality are flowing to the opposing sides, in violation of U.N. sanctions and pitting foreign powers against each other, with the UAE, Saudi Arabia, and Egypt (with French support) backing Haftar, and Turkey and Qatar backing Serraj.

Meanwhile, facing a stagnant economy and constant threats to infrastructure, the Libyan people are caught in the crossfire of this protracted jockeying. Unchecked migration and the threat of extremist groups taking hold in the country’s contested spaces likewise make Libya’s internal situation a security concern for Europe and the United States. Solving the civil war in Libya would restore needed stability to a strategically vital part of northern Africa while laying the groundwork for the prosperity of the Libyan people.

On September 19, the Brookings Institution will hold an event on the state of affairs in Libya. Questions from the audience will follow the panelists’ conversation.

Few doubt that Vladimir Putin will be re-elected to a fourth presidential term on March 18, but there are many questions regarding what that election outcome will mean for Russia’s future. Putin’s main competitor, Alexei Navalny, was barred from participating and has called for a boycott. While a widespread boycott is unlikely, the number of recent protests suggest that political dissatisfaction is growing among at least a well-organized minority. Many questions also remain about where the next Putin Administration will take the Russian political system, economy, and foreign policy. The Atlantic Council will host a discussion on what’s next for the Russian government and population during the new presidential term. Amid rising turmoil in the Democratic Republic of the Congo (DRC), President Joseph Kabila remains in power despite a constitutional mandate calling for the end of his rule in December 2016. Although the next round of presidential and parliamentary elections is now scheduled for December of this year, and opposition leaders are gearing up for a fight, there is considerable uncertainty regarding Kabila’s real intentions. Facing numerous calls from Western leaders to step down, regional nations such as Botswana have also called attention to the rise in violence as an effect of Kabila’s corrosive hold on the DRC. The Foreign Policy program at Brookings, in collaboration with Stand With Congo, will host a discussion on the current state of the DRC as violence rises and elections are purportedly on the horizon. Panelists will include Tom Perriello, former U.S. special envoy for the African Great Lakes and Congo-Kinshasa; Omékongo Dibinga, professor at American University; and EJ Hogendoorn from the International Crisis Group. Brookings Senior Fellow Michael O’Hanlon will moderate the conversation.

Seven years of conflict in Syria have exacted an enormous human toll and led to widespread physical destruction. The psychological impact of the war, although less visible, has been just as devastating. The levels of trauma and distress impacting Syrian civilians have been staggering, with nearly 500,000 killed, half the population displaced, and more than 13 million Syrians in need of humanitarian assistance. The traumatic impact of the Syrian conflict is less often acknowledged, but could significantly impair the ability of Syrian civilians to recover and build a more peaceful future. DRC election

Last Wednesday, the SAIS African Studies Program hosted an event discussing the upcoming election in the Democratic Republic of the Congo (DRC) with Georges Nzongola-Ntalaja, former President of the African Studies Association (ASA).

The DRC faces extreme difficulty in conducting an orderly and peaceful transition between regimes. Nzongola-Ntalaja attributed this difficulty to the weakness of political institutions, including the parliament and civil society. The fragile governance structure in Africa, coupled with its history of invasion, occupation, colonialism, are the root causes of the prevalence of money politics and political crimes, including crimes of war in Sudan, crimes against humanity in Chad, and a number of genocides. The DRC’s present failures must also be observed through these lenses, in both the national and international contexts since 1960.

On the national level, Nzongola-Ntalaja argued that an illegitimate, corrupt and weak regime is the primary reason for DRC’s current situation. The nation is not fundamentally different from Mobutu’s Zaire, with the same failed governance structure. Figures from the Mobutu regime can be found in all branches of the government. Their primary interest is not to serve the people, but themselves.

The progress Congo has made since the fall of Mobutu has not been reflected in the livelihood of ordinary Congolese citizens. Criminals were not punished. Assassinations of journalists and human rights activists with the collusion of the police are prevalent. Political office is seen as an avenue to personal enrichment.

As a result, the Kabila regime has no legitimacy, which is particularly reflected in the 2011 elections when the government manipulated the parliament to change the constitution and directed the security forces to unleash terror and violence against the President’s major opponent. Kabila has also taken desperate measures to win the 2016 election, including attempts to change the electoral law so that national census, which may take up to four years, must be conducted before any election. That attempt was only curbed after the Senate rejected the proposal due to widespread demonstrations by young students. Kabila claims that logistical barriers are the main reasons for him postponing the election, but Nzongola-Ntalaja pointed out that the obstacles are largely political, not technical: they can be solved if the government is committed. Kabila is just using them as excuses.

From the international perspective, Nzongola-Ntalaja pointed to the interference in internal DRC politics by Rwanda, Uganda, and Burundi, as well as the acquiesce of the international actors, as reasons for Congo’s bad governance. He argued that Kabila is a “puppet,” a warlord without the vision, capability and organization to rule Congo. The country’s eastern provinces are in the hands of Rwanda: James Kabarebe, Kabila’s first Chief of Staff of the Armed Forces, is now the Minister of Defense of Rwanda.

Because the 1996 “civil war” was, in essence, a war of aggression against the DRC by Rwanda, Uganda and other regional states supported by Western powers, Kabila was never recognized as someone representing the interest of the general Congolese public. In the years following the conclusion of the civil war, international attempts to ameliorate the situation in DRC, including the 11 plus 4 mechanism and the Peace, Security and Cooperation Framework, failed, adding to the instability of the Kabila regime. Support for Kabila by the EU, the UN, among other international actors, including their recognition, at least partially, of the 2011 election, contributed to Kabila’s desire to stay in power.

Only the Congolese people can save themselves from Kabila, Nzongola-Ntalaja argued, praising the recent protests in Kinshasa and other regions of the country and wishing for a fair election in the second half of 2016.

In the Q&A session, Nzongola-Ntalaja discussed further the indulgence of the international community towards Rwandan President Kagame, due to the fear of Rwanda no longer engaging in peacekeeping and fighting terrorism. The strength of civil society in Eastern Congo, peacekeeping offensives against M23 and other rebel groups, and the role of Angola were also discussed.

To conclude, Nzongola-Ntalaja pointed to the dire need for the protesters to find good leadership who can mobilize the population and fight the regime, as well as mobilize regional and international backers, to curb Kabila’s ambitions. He has full confidence in the power of the people to elect a truly democratic president in the near future.
