Hudson Institute will host distinguished scholars from France’s Institut Montaigne for a discussion on transatlantic relations. Founded in 2000, Institut Montaigne is a pioneering independent think tank dedicated to public policy in France and Europe. In early May, South Sudan’s ruling and opposition parties agreed to extend the pre-transitional period of the South Sudan peace agreement leading to the formation of a unified Government for an additional six months. The extension of this period presents an opportunity to reflect on the progress and challenges to establishing a just peace in the country. South Sudanese citizens are desperate for peace, but many are asking what channels exist to support a meaningful reduction of violence. Between January and March alone, 25,000 people fled the country, adding to the already two million South Sudanese refugees worldwide. Without full implementation of the peace process, national- and local-level conflicts will continue to threaten hard-won development gains and require greater investments in lifesaving humanitarian aid.

Please join USIP for a look at South Sudan’s peace agreement and the measures required to build peace in the young nation. In this live-streamed discussion, experts from USIP, the Enough Project, and Democracy International will offer concrete, evidence-based recommendations for how to mitigate conflict, promote peace and advance accountability.

Please join the Atlantic Council’s Asia Security Initiative, housed within the Scowcroft Center for Strategy and Security, for the 2019 Atlantic Council-East Asia Foundation Strategic Dialogue. This day-long conference will explore the current state of the United States and Republic of Korea’s ongoing negotiations with North Korea and the broader strategic picture developing in the Indo-Pacific. The Global Peace Index is the world’s leading measure of global peacefulness, ranking 163 countries and territories according to their level of relative peacefulness. Created by the Institute for Economics and Peace, the report presents the most comprehensive data-driven analysis to-date on trends in peace and its economic value.

The report findings will be followed by a panel discussion considering the implications of closing civic space and inequality for peace. It will look particularly at the factors that IEP has found to be necessary preconditions for peace in its Positive Peace Report, many of which rely on an active civil society and limits on inequality.

Peace Picks April 22-26

The Trump administration has taken U.S. foreign economic policy in directions not seen since the establishment of the postwar liberal regime for international trade.  The US has been unprecedentedly critical of the WTO, sought to replace NAFTA with a new US-Mexico-Canada agreement, and cast the EU as a foe in trade relations while halting progress on the Trans-Atlantic Trade and Investment Partnership. But the most significant trade moves have targeted China and focused on the Asia-Pacific: opting out of the Trans-Pacific Partnership, criticizing Chinese policies and practices as unfair on issues ranging across market access, currency manipulation, coerced or illicit intellectual property transfers, industrial policy, import duties, government subsidies, and Chinese firms’ violations of US sanctions on third countries.  Initial rounds of tariffs from both sides and threats to escalate portended a possible full-blown US-China trade war as negotiations failed to move expeditiously toward a mutually acceptable deal.

The TPP has moved forward without the US, as the CPTPP with Japan in the leading role. The China-led Regional Comprehensive Economic Partnership is emerging, with overlapping membership and less demanding rules. China’s Belt and Road Initiative and the Asian Infrastructure Investment Bank may further change the regional economic and institutional landscape.  Alongside its more confrontational stance on trade, the US has pressed for a “free and open Indo-Pacific.” What have been, and are likely to be, the regional impacts of recent US policy? What are the prospects for multilateral cooperation in the region?  Is the current US approach, associated with President Trump but with some roots in earlier periods, likely to change and, if so, with what effects? Join us for a discussion on the challenges ahead in dealing with the new trade realities and what it means for U.S. relations with Asia in particular.

In an exciting new book, “Blind Spot: America and the Palestinians, From Balfour to Trump,” Brookings Nonresident Fellow Khaled Elgindy takes a historical view of America’s engagement with the Palestinians and Israeli-Palestinian peacemaking. He argues that while the United States has often presented itself as an honest broker and the one power best suited to mediate peace between Israelis and Palestinians, Washington’s ability to serve as an effective peace broker has been hampered by a “blind spot” in two critical areas: Israeli power and Palestinian politics. Hudson Institute will host a panel to discuss the implications of the State Department’s recent designation of Iran’s Islamic Revolutionary Guard Corps as foreign terrorist organization (FTO). Panelists will include FDD Senior Fellow Behnam Ben Taleblu; Atlantic Council nonresident Senior Fellow Nader Uskowi; the New Iran’s Alireza Nader; and Hudson Senior Fellow Michael Pregent. The BBC’s Suzanne Kianpour will moderate the discussion.

On April 15, the U.S. formally designated the Islamic Revolutionary Guard Corps (IRGC) as an FTO. The designation groups the IRGC with terrorist organizations like ISIS and al Qaeda, and marks the first time a government entity has been added to the list. The U.S. hopes that given the group’s significant political and economic influence, the designation will ratchet up pressure on Iran and blunt the country’s primary instrument of state-sponsored terrorism. Will international allies and partners abide by the U.S. designation? Will Iran fold to this newfound pressure, or will it end up being more resilient than the U.S. perceives?

Take the money, ask no questions

The Wilson Center held a discussion this week on “Democratic and International Impacts of Kleptocracy,” with Edward Melon, Kennan Institute Fellow, along with Casey Michel, reporter at Think Progress, and Jodi Vittori, a Fellow at the Carnegie Endowment for International Peace. The panelists touched on kleptocracy in Asia, mainly in Tajikistan and Afghanistan, and its implications for democracy. They also addressed the implications of financial secrecy as practiced in some states.

Edward Melon diagnosed the political situation in Tajikistan as extremely corrupt, with one leader, Emomali Rahamon, holding a grip on the country for decades. Since coming to power, Rahamon has built an authoritarian regime grounded on nepotism and favoritism. His family controls politics and business all over the country. His eldest son is the current mayor of the capital city. His daughter is the chief of the staff. His sons-in-law and other family members monopolize the biggest companies and projects that render the most lucrative benefits. The also embezzle money embezzlement and export capital. Tajikistan is one of the most kleptocratic countries in Asia, with a highly unequal distribution of wealth.

The state apparatus silences voices of opposition and even, as Melon puts it, engages in “transnational oppression” by targeting its opponents outside the country. This strengthened authoritarianism could revive the civil war that tore the country apart from 1992 to 1997.

Michel focused on the US. It is increasingly a hub of explicit financial secrecy internationally. The small state of Delaware has been in the forefront of implementing financial secrecy rules. Friendly laws and a unique model of “take the money, ask no questions” has captivated myriad corporations. Big companies, embezzlers, traffickers and shady corporations moved there to cloak their money in secrecy. Michel claims, “Delaware now has more corporations than people.”

But Delaware is not the only state exploiting secrecy. Nevada and Wyoming have joined it. According to Michel, in 1991 Nevada loosened its laws to model itself as Delaware of the west. By 2001, it further increased financial secrecy to attract more corporations. The same thing goes for Wyoming; it has adopted similar policies to accommodate corporations. Shell companies find such states a safe haven for their money.

Michel argues the US is ranked as the second contributor to  financial secrecy in the world after Switzerland. Delaware, Nevada and Wyoming are at the bottom of the barrel in terms of financial stanadards.

Vittori offered an overview of kleptocracy in Afghanistan. Corruption there has become endemic in almost all segments of the Afghan state. High level officials are involved in payoffs, embezzlement, and drug trafficking, fueling insurgent groups instead of combating them. The insurgents are readily recruiting, as they can provide protection and money. Vittori sees the kleptocratic environment in Afghanistan as becoming normalized, rendering the status quo more beneficial for some than reform would be.

Security sectors in a majority of Third World countries are maintained by loyal people, mostly family members or trusted individuals. Their role has more to do with defending the regime than the borders or citizens. Vittori says around 50% of the budget in sub-Saharan Africa goes to security sector. Transparency and accountability are rarely raised. Patronage and nepotism cover things up.

Bottom line: kleptocracy is inherent in weak states. It undermines democracy and the rule of law. It feeds grievances, terrorism, and criminal groups. But some democratic countries do not care about kleptocracy in other countries, as long as the money flows to them.

An acute crisis has been unfolding in the Gaza Strip for over a decade. Its nearly 2 million residents live amid a man-made humanitarian disaster, with severe urban crowding, staggering unemployment, and a dire scarcity of basic services, including electricity, water, and sewage treatment. Three rounds of open warfare have devastated Gaza while placing Israelis under constant threat. Recent weeks have seen a sharp escalation in fighting, again illustrating the precarious balance of this situation. Moreover, the continued political and physical separation of the Gaza Strip and the West Bank hinders Palestinian national development while making a two-state solution even more remote.

On December 3, the Center for Middle East Policy at Brookings and the Center for a New American Security will launch their new report, “Ending Gaza’s Perpetual Crisis: A New U.S. Approach.” The authors, informed by the deliberations of a high-level task force on the future of U.S. policy toward Gaza, argue that the United States should no longer accept the perpetuation of the current state of affairs in Gaza, given its moral, security, and political costs. They propose instead a route by which American policymakers can help bring an end to this continued state of crisis.

Over the past two years, the Atlantic Council’s Rebuilding Syria Initiative has worked to inform and advance transatlantic policy to foster a transition toward legitimate public order in Syria through economic reconstruction and stabilization. In this effort, we have pooled expertise from specialists to cover the many challenges of rebuilding Syria, including in political economy, development, infrastructure, civil society, law, and employment.

Lessons learned from these engagements are captured in the Initiative’s final report, “Rethinking Stabilization in Eastern Syria: Toward a Human Security Framework,” authored by Dr. Steven Heydemann.

The report finds that as the focus of the Syrian conflict narrows to the two remaining contested areas of the country, the presence of US forces on the ground gives the United States some leverage in shaping the closing trajectory of the conflict. In eastern Syria, the United States has an opportunity to use stabilization—a political endeavor to create conditions where locally legitimate authorities and systems can peaceably manage conflict—to advance both short- and long-term interests.

Trials and tribulations

President Trump’s former campaign manager and his former personal attorney/fixer yesterday became convicted felons. Paul Manafort’s conviction on eight charges confirmed his financial crimes. He was not acquitted on any charges, but the jury failed to come to a conclusion on ten. Michael Cohen pleaded guilty to financial crimes as well as campaign finance violations associated with paying hush money, at Donald Trump’s direction, to women with whom Trump had had affairs. Nothing like this level of corrupt behavior has come so close to a president in at least 100 years, if not since the founding of the republic.

What significance does any of this have, in particular for foreign policy?

Manafort’s conviction brings enormous pressure on him to cooperate with the Special Counsel in the Russia investigation. Manafort, who seems to me to be a Russian agent, presumably knows a great deal about Trump’s dealings with the Russians. To avoid his spilling the beans, Trump may pardon him, but Manafort would remain vulnerable to state prosecution. That is presumably the reason the President has hesitated so far, though he signaled clearly in his reaction to the verdict (Manafort is a “good man” he said) that he might resort to a pardon. If Manafort talks, many of the details of Trump’s relationship with Moscow are likely to become public, with dramatic impacts: Trump may be soft on Russia, but the Congress has been tough and insisted on increasingly draconian sanctions.

Cohen’s conviction makes it virtually certain that he will cooperate with the Special Counsel to get a lightened sentence. He presumably knows the gory details of Russian investments in Trump real estate, which are manifold and the likely cause of much of Trump’s affection for Putin, in addition to Putin’s help in getting him elected. Trump is terrified Putin will block Russian investments in Trump properties. The day of reckoning on that score is near.

So these convictions, while not directly connected to the Russia investigation, do have implications for its future. I doubt Special Counsel Mueller will act decisively before the end of the month, when a pre-electoral moratorium on major judicial moves begins. The question, which won’t be answered until November 6, is whether Americans will be able to read the handwriting on the wall. Trump’s solid 35% or so is likely to stick with him, but 65% is a lot of potential voters. The big question is whether they will go to vote in sufficient numbers to begin to correct the mistake of 2016.

Many tribulations lie ahead. If the Republicans lose control of the House of Representatives, it will have grounds for impeachment (indictment). The Republicans are likely however to continue their control of the Senate, where conviction is unlikely so long as they remain solid in their support of Trump. The process of impeachment and trial will take months, distracting the Administration from other important issues, including foreign policy.

If the Democrats do not gain control of the House or Senate, impeachment is not possible and they will continue in opposition while the Special Counsel pursues his investigation and decides whether to charge the President. That is unlikely as it contradicts Justice Department policy. Mueller will however file a report that could state boldly what laws the President has violated.

That will happen only if Trump doesn’t fire him or neuter the investigation by taking away its staff’s security clearances. Both are possible, but the political risks involved are significant. It would amount to a presidential guilty plea and would not stop state-level prosecutions that could detail presidential malfeasance and lead to prosecution after Trump leaves office.

So no, we are nowhere near the end of the Trump scandals and their consequences. We face at least two more years of painful revelations and judicial maneuvers, while the Russians, Iranians, Chinese, and others test our mettle in cyberspace, on the high seas, and on land in Syria, Ukraine, Turkey, and elsewhere. Our traditional allies in both Europe and Asia are all hedging their bets, because of Trump’s erratic behavior, his attack on NATO, and his cozying up to Kim Jong-un. And the lengthy Obama recovery is showing signs of aging, in part due to Trump’s tariffs, an inflationary budget, and a giant tax cut for the wealthy.

Neither the trials nor the tribulations are over.
