  • COVID-19 in the Middle East: An Opportunity to Improve Public Health? | July 13, 2020 | 9:30 AM – 11:00 AM EST | Atlantic Council | Register Here

    The COVID-19 pandemic has exposed fault lines in public health systems in the Middle East, where public health institutions vary widely. In Gulf states, citizens receive high quality health care, but the same is not true of foreign worker populations. Middle income countries in the region offer good health services to those who can afford them, while those who cannot have less or no access. In countries like Yemen and in Syria’s worn torn towns, nothing resembling a functioning health system, public or private, exists. The difficulty of supplying health services to refugees and displaced persons presents yet more difficulties. All this is not new, but the COVID crisis has afforded an opportunity to examine how access to health care plays out in a crisis. More importantly, the crisis can help guide domestic policymakers and international partners toward immediate and longer-term actions to improve public health delivery and prepare for the next crisis.

    The Rafik Hariri Center and the United Nations Development Program’s Regional Bureau for Arab States are pleased to co-host a virtual discussion with experts who will not only discuss why the response to the pandemic has met with varying degrees of success, but will also address how policymakers and other stakeholders can better confront public health challenges of all kinds.

A Tale of Two Refugee Groups…

In light of a recent Amnesty International claim that refugee camps “will become new epicenters” of the coronavirus, the Wilson Center hosted a webcast entitled Refugees and COVID-19 on June 24. The webcast examined the effect of coronavirus on two distinct refugee groups: the Rohingya and Syrians. Featured speakers included humanitarian leaders, Asia experts, and Middle East experts. Speakers’ names and affiliations are listed below.

Background & Context
The Rohingya are an Indo-Aryan ethnic group, native to Rakhine State, Myanmar (Burma). They have suffered decades of repression at the hands of the Burmese government. Tensions escalated in 2017, when the Burmese military launched a violent campaign against the state’s Rohingya population. This particular campaign is infamous for the military’s perpetration of mass atrocity crimes. Approximately one million Rohingya now reside in refugee camps in Bangladesh. 

Unlike the Rohingya, Syrian refugees span different ethnic and religious sects. They are citizens or permanent residents of Syria, who have fled or become displaced in the nine years since the onset of the Syrian Civil War. There are approximately 6.6 million Syrian refugees worldwide, 5.5 million of whom live in Turkey, Lebanon, Jordan, Iraq, and Egypt. 

Excepting the fact that they have each been the subject of mass atrocity crimes, Rohingya and Syrian refugees are largely dissimilar. According to Reynolds, the Rohingya fit a “classic” model for refugee populations. Rohingya almost exclusively reside in densely-populated refugee camps, isolated from the citizens of their host country. In comparison, Kadkoy put the percentage of Syrian refugees in refugee camps at 2%. That is to say: more than 90% of Syrian refugees reside in urban areas, alongside the citizens of their host countries. Accordingly, Rohingya and Syrian experiences with coronavirus differ dramatically. 

COVID-19 & the Rohingya
Due to their relative isolation, the Rohingya have had few encounters with COVID-19. According to Reynolds and the UNHCR, there are only 45 documented cases in the refugee camps, and fewer than 5 Rohingya have died of coronavirus. Even so, COVID-19 presents unique challenges. For one, the pandemic poses a threat to the Rohingya’s economic well-being. Because the refugees are so isolated from the Bangladeshi mainstream, many rely on aid to survive. Hasan estimates nearly half have no income to supplement the aid that they receive, monetary or otherwise, from NGOs. Because aid delivery has been disrupted, many Rohingya are at risk of falling into debt.

Moreover, Hasan argues that there is widespread distrust. Many Rohingya are skeptical of coronavirus testing and treatment; they are even hesitant to schedule medical appointments. Hasan believes that this trust deficit can be ameliorated through the provision of 4G Internet and the implementation of local trust-building measures. Finally, and critically, the population density of the refugee camps renders the Rohingya ill-prepared should coronavirus appear. Social-distancing is virtually impossible, according to Reynolds, and the Rohingya do not have enough Personal Protective Equipment (PPE) to effectively combat the virus’ spread. The Rohingya are an incredibly vulnerable population; if/when coronavirus appears, they are sitting ducks. 

COVID-19 & Syrians
Syrian refugees, by comparison, have been afflicted with the Coronavirus in relatively high numbers. They are overwhelmingly poor and exist on the margins of urban society; when coronavirus appeared, Syrian refugees were hit first and hardest. According to Kadkoy, Syrian refugees in Turkey are struggling to cope with the economic standstill brought on by the pandemic. Because refugees generally work in informal labor markets, their labor is perceived as disposable, and they have lost jobs at a rate four times higher than Turkish citizens. Even Syrians who retained their jobs have reported decreases in wages. Refugees’ health and financial security are both tenuous. Without relief, aid, or intervention, the situation is unlikely to change.

In many parts of Africa, conflict, natural resources, governance, development, and peace are inextricably linked.  The continent’s rich and diverse natural resources have long been objects of conflict as well as sources of potential and actual development. Most countries depend on their natural resources for local livelihoods, national revenues and export earnings, and foreign exchange. However, exploitation, management (or lack thereof), and competition over these same natural resources has, at times, sparked or sustained devastating conflict. In many resource-endowed, but impoverished local communities the exploitation of natural resources results in the degradation of the environment, and fuels conflict.

This event will examine the intersection of civil society and peacebuilding in natural resource-rich African countries. It will interrogate their roles in community engagement, the promotion of accountability, and development based on inclusive, transparent, and sustainable resource management. In this regard, it will address the following related questions, including: what roles have African civil society groups played in natural resource development and management on the continent? What are some of the major challenges they face, and what lessons can be shared from across Africa in engaging and empowering civil society on this issue? How can governments, private businesses, local communities, and civil society work together to build peace and secure just, inclusive, and sustainable development? Finally, the event will offer policy options for boosting the meaningful inclusion of civil society groups and local communities in transforming natural resource development and management.

Despite the U.S. threat to spend China “into oblivion,” Beijing has refused to participate in arms control talks with Washington and Moscow. China categorically rejects the notion that it is arms racing and believes that growing military threats—U.S. missile defenses in particular—demand comprehensive efforts to modernize and enhance its nuclear deterrent capability. A new Carnegie report by Tong Zhao, to be launched at this event, examines the widening perception gap on missile defense and asks what the two countries can do to prevent a nuclear arms race that could undermine global security.

Six years after the Islamic State’s genocidal rampage across northern Iraq, circumstances for traumatized religious and ethnic minorities remain dire. Thousands remain displaced, unable or unwilling to return to their homes in Nineveh province amid ongoing security challenges and other barriers to their safe return. As governments face the devastating economic and social effects of the coronavirus pandemic, identifying and addressing rule of law issues related to transparency, corruption, human rights, and the delivery of justice will be paramount to the recovery process. The World Justice Project’s (WJP) new report on the rule of law in Afghanistan presents a unique portrait of the country’s rule of law strengths and weaknesses by using extensive survey data collected from the general public, in-country legal practitioners, and ground-breaking interviews with individuals incarcerated in the Afghan prison system.

The latest edition of this report, which reflects the experiences and perceptions of more than 17,500 Afghans interviewed over five years, presents a comprehensive summary of the rule of law situation in Afghanistan and contains new, in-depth findings on the performance of the criminal justice system.

Over the past decade Israel-Turkey relations have been strained. There have been recent positive signs, however. Israel’s decision not to sign a statement by France, Greece, Cyprus, the UAE, and Egypt condemning Turkey’s actions in the eastern Mediterranean and a tweet posted by Israel’s official Twitter account praising its diplomatic relations with Turkey raised hopes. Turkish analysts saw the moves as a sign of both countries’ willingness to cooperate when it comes to eastern Mediterranean energy but tensions remain.   

How does Israel and Turkey’s involvement in Syria and increasing opportunities for economic cooperation affect the prospect of improved bilateral relations? How will Israel’s plans for annexation and Turkey’s public support for the Palestinians affect diplomatic relations? Lebanon remains a highly volatile sociopolitical and economic environment, compounded by a crippling financial crisis, a large protest movement nationwide, increasing tension among political and sectarian factions, and a large presence of Syrian refugees. Its vibrant civil society has played a leading role in pushing for reform to address the significant threats facing the country. 

While the unprecedented mass demonstrations that began in October 2019 succeeded in pressuring the government of then-prime minister Saad Hariri to resign, they have yet to lead to the radical change that many protestors are seeking. As Lebanon continues to flatten the coronavirus curve and as the country opens up again, the protest movement is largely expected to make a comeback, with protestors again voicing demands for an independent judiciary, accountability, early parliamentary elections, and financial reform—among others.

With President Trump’s order of the U.S. military and federal law enforcement to Washington DC; the forcible removal of peaceful protestors to secure a photo op with military leaders; and Secretary Esper’s reference to American cities as the “battlespace,” the divide between society and service members has rarely been so stark.  

The speakers will also examine the implications of President Trump’s recent actions on U.S. national security, both domestically and abroad. What are the various ways the current situation could play out? What are the medium- and long-term implications on civil-military relations? To what standard must we hold our senior civilian and military officials, as well as our service members?

NATO member states and partners in the Black Sea have entered a new strategic adaptation phase after the annexation of Crimea and the subsequent focus on territorial defense. The last six years have been a challenge in strategic adaptation to new threats and challenges in the Black Sea, an increasingly militarized and volatile security environment. But success in adaptation has been limited by differing threat perceptions among member states, as well as by difficulties integrating Western defense planning. The Middle East Institute (MEI) Frontier Europe Initiative is pleased to host a panel of experts to discuss the challenges facing the Black Sea countries in adapting to the new security environment.
 
What are the main challenges for NATO member states and partners in the Black Sea region? How have NATO member states Bulgaria, Romania and Turkey adapted to increasing militarization and volatility in the Black Sea? What are the main challenges for NATO partners countries Georgia and Ukraine and how are they progressing in Western security integration? Are there lessons to be learned for NATO defense and strategic adaptation in the Black Sea?
