The Eastern Mediterranean forms a geostrategic seam between Europe and the Middle East, and for over seventy years, the region represented a strategic anchor for the United States. Today, Washington and its allies are struggling to adapt a coherent Eastern Mediterranean regional policy that acknowledges dramatically new economic, political, and security realities. As Syria enters its seventh year of conflict, Russia and Iran deepen their military footprints in the region, and NATO ally Turkey radically alters its domestic and external policies, the strategic importance of the region to the United States is growing while U.S. influence there appears to be waning. To assess regional security challenges and discuss NATO and U.S. Navy operational approaches to the Eastern Mediterranean, we are pleased to host Admiral James G. Foggo, III (commander, Allied Joint Force Command Naples; commander, U.S. Naval Forces Europe; commander, U.S. Naval Forces Africa) for a timely conversation. Jon Alterman (CSIS) and Heather Conley (CSIS) will offer reflections and observations on a recently concluded CSIS research project on the Eastern Mediterranean.

Countries experiencing significant fragility, while amounting to about 20 percent of the world’s population, are projected to be home to 80 percent of the world’s extremely poor by 2035. Societies affected by poor governance, limited institutional capability, low social cohesion, and weak legitimacy tend to exhibit erosion of the social contract, diminished societal resilience, and low levels of economic and human development. Spillover effects of fragility include increased risks of armed conflicts, forced migration, spread of diseases, organized crime, and terrorism. Ambassador Michel’s report places these challenges to security and development posed by fragility in the context of centuries-long trends toward declining violence and increased prosperity and freedom. In recent years, Vietnam’s foreign alignment strategy has raised broad attention from the region. Vietnam has a long and complicated history with China. Particularly in light of the 1979 Sino-Vietnam war and the existing maritime disputes, there exists profound distrust. In contrast, against the history of the Vietnam War, US’ relations with Vietnam has made steady progress in the past decade. Secretary of Defense Mattis just completed his trip to Vietnam in late January 2018, opening channels for more conversations and defense ties that are widely interpreted to assist Vietnam to counter China’s growing strength and ambition in the region. Although the alignment choice for Hanoi appears clear, the picture is significantly complicated by Vietnam’s domestic politics. The power struggles among different political factions within the party play an innate role in determining and influencing the country’s foreign policy. The Stimson Center is pleased to host the top Vietnam specialists from China and the U.S., Dr. Pan Jin’e (China Academy of Social Sciences) and Murray Hiebert (Deputy Director of the Southeast Asia Program, CSIS) to discuss the current state of Vietnam’s relations with the two great powers, the triangular relationship and the factors influencing their future.

The war in Afghanistan, the longest in U.S. history, shows little sign of winding down. Despite hundreds of billions of dollars in military aid and state support, Afghanistan still struggles with resilient Taliban and Islamic State insurgencies. Increasingly, questions are being asked as to why the United States maintains a presence in Afghanistan. How is a U.S. presence serving American security interests? The Trump administration has pledged an indefinite commitment to victory in Afghanistan, but what does success look like and what would have to change to achieve it? Does the U.S. have a clear and coherent strategy going forward and what, if any, are the alternatives? The Middle East Institute is pleased to host an expert panel to discuss these and other questions about the US mission in Afghanistan. MEI’s Director of Afghanistan and Pakistan Studies, Marvin G. My state of the union
My Fellow Americans,
It has been a year since an unqualified braggart and blowhard bully was elected without a numerical majority to the presidency of the United States. His lies and offensive remarks about women, Mexican Americans, Africans, and Haitians have brought the nation to a new low. American prestige and influence are declining everywhere but Russia and Israel, a massive tax cut is enriching the already rich and has boosted the already high stock market, and the risks of war with Russia and China are increasing. With Trump as their prime mover, racism and anti-immigrant fever have surged worldwide.
American institutions are struggling to contain and neutralize the worst of these enervating impacts. The media are facing unprecedented attacks on their freedom and objectivity. The courts are being packed with unqualified bag carriers while the President makes prejudiced remarks about sitting judges. The Congress is sharply split and unable to conduct a bipartisan investigation of well-documented Russian interference in the American electoral process. Special Counsel Mueller and the FBI are under daily attack by both the Administration and the Congressional majority. Nothing has been done to counter Russian interference in this year’s Congressional poll.
Political tensions are generating social turmoil. Undocumented immigrants and those with temporary protected status are facing forced repatriation, including people who have never lived as adults in the countries from which they immigrated. Poor people risk being deprived of health insurance, food stamps, and other social safety net mainstays. People who live in coastal areas face disaster from global warming and newly allowed offshore drilling for oil and gas. Blacks, Hispanics, Jews, and Muslims are suffering heightened prejudice and discrimination. Gun violence is increasing, especially at schools, even as crime rates decline. The proportion of national wealth accumulating to the very wealthy is increasing, while the middle and working class get less.
What should be done? The Trump Administration is proposing to build a wall along the Mexican border. This will do nothing to help anyone but the contractors who win the bid. The flow of Mexicans out of the US has for years exceeded the net flow of Mexicans into the country. The promise that Mexico will pay for the wall was audacious foolery. So too was the pledge to withdraw from the North American Free Trade Agreement (NAFTA). It isn’t going to happen, because too many US producers benefit from it.
The Administration’s incoherence reaches epic dimensions in foreign policy. It has declared Israel good and Palestinians bad, thus ending any hope for a US role in bringing about a peace settlement. It has extended the US presence in Syria, only to find US-allied Kurds at war with NATO ally Turkey. A one-off cruise missile attack has done nothing to prevent President Assad from continuing to use chemical weapons. The Administration has failed in its intention to block Iranian development of ballistic missiles and North Korean development of both missiles and nuclear weapons. The ruling figures of Venezuela, the Philippines, and Burma have thumbed their noses at Washington, which has failed to respond effectively. Withdrawal from the Trans Pacific Partnership and the Paris Climate Change agreements has vitiated years of successful US diplomacy and enabled China and others to step into the breach.
Russia and China are exploiting American incompetence to extend their influence in the Middle East, Africa, Europe (both the Balkans and Ukraine), and the Pacific. War with other great powers, unthinkable since 1989, has become more likely due ineffective American diplomacy. The State Department is degenerating, the intelligence community is demoralized, and the military is overstretched to the point of breaking. The National Security Council is struggling to provide a minimum of coherence while the President gleefully upsets the apple cart with ill-considered tweets alternately complimenting and criticizing foreign leaders, with the notable exception of Vladimir Putin. Russian financing for Trump real estate projects guarantees him special treatment, including the Administration’s decision yesterday not to impose new sanctions Congress authorized.
Declining American influence after World War II, as other countries recovered, was inevitable. The main job of American diplomacy was to slow the process during the Cold War and help the country outlast the Soviet Union. The unipolar moment that followed was only a temporary respite from relative decline, which started again with the mistake of invading Iraq. Now the decline has become precipitous. American incoherence, as colleague Mike Haltzel notes, is becoming dangerous: Trump defends national sovereignty over universal norms for the US, but not for our enemies like North Korea, Iran, and Venezuela. The post-World War II international order is under attack, not by America’s enemies by America’s own president.
President Trump is putting the US into a tailspin. Recovery is unlikely. We are going down at a faster pace than ever before. Brace for the crash.

Chronic food and medicine shortages have plagued the country, and the crime rate has soared as people turn to black markets to secure common goods. Over the past four months, hundreds of thousands of protesters have taken to the streets to contest President Nicolás Maduro’s increasingly authoritarian regime. In opposition to the vote scheduled at the end of this month to secure Maduro’s grasp on power, millions of Venezuelans around the world participated in a symbolic July 16 referendum calling for new elections and opposing further changes to the country’s constitution. I’ve been hesitating to write about Donald Trump’s catastrophic 30% budget cut to the State Department and USAID, because I find myself out of tune with most of my deserving Foreign Service colleagues. Not about the size of the cut: it’s ridiculous. Anything even close to 30% in a single year would render most organizations non-functional, because of their fixed costs. The foreign policy establishment is no different: it has rents to pay, buildings to heat, computers to maintain, and payroll to meet that prevent anything like a 30% cut.
My heresies start with Rex Tillerson’s hesitancy to appoint his subordinates until he has had a look at which jobs he wants to keep and which he wants to abolish. No one intent on cutting positions would want to fill them first. And unlike most commentators, I know that professional Foreign Service and Civil Service officers have stepped up as “actings” to fill the shoes of the missing Trump political appointees, who aren’t likely to be as capable (or as much in tune with my preferences). Of course they should in principle have political guidance, but in its absence they will do what I think is likely best: continue doing what they did before January 20.
Nor do I necessarily disagree with the notion that AID might be folded into State. AID was conceived, and continues to regard itself, as a poverty-reduction organization committed to economic development. But it no longer has anywhere near the resources required to make even a minor dent in global poverty. Nor is it clear that it knows any better how to create jobs abroad than the US government does at home. In any event, the International Monetary Fund, the World Bank, and the regional development banks have much greater capacity to reduce poverty than AID, as does the US Millennium Challenge Corporation.
What we need AID money for in the early part of the 21st century is something else. Though I am a diehard Obamista, Mitt Romney had most of it right in a speech on AID during the 2012 campaign: we should be using its resources to help our friends abroad build the institutions required for free enterprise, including protection of property rights and rule of law. What the US needs in abroad is socially and environmentally sensitive capitalist development, including strong civil society organizations that will insist on inclusivity, transparency and accountability. In a word: building states and their civil society counterparts.
AID has the amounts of money that could make a real difference in state- and society-building. But in order to be effective in fraught political environments, it would have to operate under close foreign policy supervision. Thus I’d be happy to see AID–or much of it–folded into the State Department, which is capable of giving the kind of politically sensitive guidance that is difficult when the organizations are separate.
This won’t really happen, any more than the 30% cut. AID’s humanitarian and health programs have strong advocates in Congress, who will keep them intact and separate from State. But much of the rest of AID–in particular the money for its regional economic development activities as well as its “transition” and democratization portfolios–should be given over to state- and society-building under State Department supervision, in particular in the war-torn and fragile states of the Middle East, Africa, and South Asia.
Look at Latin America and East Asia: with notable exceptions like Venezuela and Thailand, these regions are moving pretty decisively in the democratic, middle income direction, with ups and downs. Brazil is in a trough at the moment, but for those of us who served there 30 years ago, it is vastly improved, both in political and economic terms. The Asia Pacific has developed relatively prosperous, at least semi-democratic states: South Korea, Taiwan, Singapore, Indonesia, Malaysia (with reservations), Philippines (even if I don’t like Duterte). Their relatively peaceful evolution is one of the unsung blessings of our time. It is no accident that these are for the most part not the areas of the world generating terrorist threats to the US.
States are a key element of this evolution, as is regional cooperation among them. Washington, stuck in the poverty reduction rut, has not had the funds needed to back either, though it sometimes does well supporting civil society in fragile states, all too often however as an alternative to government. Yes, fold a large part of AID into State, but change the goals it seeks to be commensurate with US interests and the volume of its resources: build viable states that can elaborate and enforce the norms required for modern economies, support cooperation on a regional basis among those viable states, and make sure that civil society has the resources to monitor, evaluate, and advocate for political and economic reform.
