All deliberate speed

President Obama flew in secret today to Kabul, where he signed with President Karzai the strategic partnership agreement that will govern the bilateral relationship with the United States after security responsibility is turned over to the Afghans by the end of 2014.  At best, this agreement marks the final, peacebuilding phase after the longest war in American history.

The President’s speech will be given at 4 am local time, which means it isn’t intended for Afghans.  The target is the American electorate, tired of the war and focused on domestic problems.  It will be hard to make Afghanistan resonate with his fellow countrymen, but he will try.

The agreement, I imagine he will say, is the responsible way to end a war that America undertook in self defense against Al Qaeda and the Taliban authorities who sheltered it.  We have succeeded.  But Afghanistan will need our help and support for long into the future:  it is a poor country that has sacrificed a great deal and will need our continued help to keep extremists at bay even after its security forces take on the primary responsibility.

I am an Obamista, but even to me this is not the full story.  The price tag for the help we provide Afghanistan will be billions per year for the foreseeable future.  Leaving aside the questions of how many U.S. troops will stay and the capacity (or lack thereof) of the Afghan security forces, there are still has a lot of wrinkles that need ironing out:  Pakistan’s refusal to deal Al Qaeda a death blow or to rein in the Taliban, the so far inconclusive negotiations with them, growing Taliban influence in some areas, the corruption that is rife in Karzai’s government, the failure to create anything like decent governance in most of Afghanistan, the shaky economic foundations on which the Afghan government sits, the role of Iran in Afghanistan, and whether some U.S. troops will stay longer than currently planned.

We are not so much getting out of Afghanistan victoriously as getting out before it all flies apart.  Don’t get me wrong:  I wouldn’t want us to stay, and I’ve said it is time to go, without however destabilizing the situation.  We cannot and should not stay to iron out all the wrinkles, but we should at least be aware that they are there and may cause difficulty in the future.

Mitt Romney, John McCain and others will complain that we are not doing enough–that we should stay in Afghanistan until we’ve ensured that things will not come apart, or the Taliban back to power.  But if they think that is likely to be a view popular with the American electorate, they are fooling themselves.  By a wide margin, Americans want out of Afghanistan to take care of priorities at home.

I’ll be happily surprised if ten years from now we’ll be proud of what Afghanistan has become.  But move we must, with what the Supreme Court famously called “all deliberate speed.”

It’s a quieter week on the international front than in the recent past.  But some good events nevertheless:

Mary Habeck is an associate professor in Strategic Studies at Johns Hopkins School of Advanced International Studies (SAIS). From 2008 to 2009, she was the special advisor for Strategic Planning on the National Security Council staff. He is the author of Founding Gods, Inventing Nations: Conquest and Culture Myths from Antiquity to Islam.
Stephen Tankel is an assistant professor at American University, a nonresident scholar at the Carnegie Endowment in the South Asia program, and an adjunct staff member at the RAND Corporation. Professor Tankel has conducted field research on insurgency, terrorism, and other security issues in Algeria, India, Lebanon, Pakistan, and the Balkans. He is the author of Storming the World Stage: The Story of Lashkar-e-Taiba.

About the Event

The February 2012 hearing on Balochistan at the U.S House of Representatives brought rare public attention to a longstanding conflict in Pakistan’s mineral-rich southwestern province. While high-level discourse has focused on issues of national sovereignty, security, and secession, the gross violations of human rights in the region have received little international coverage, due in part to government censorship and the threats faced by journalists. Since its accession to Pakistan in 1948, Balochistan has been the scene of periodic uprisings that have resulted in the extrajudicial killing, torture, and enforced disappearance of countless civilians, professionals, and political leaders. Despite judicial and parliamentary initiatives on the part of Pakistan’s civilian government, the conflict remains unresolved.

In his presentation, award-winning journalist Malik Siraj Akbar will offer insights into the origins of the human rights crisis in Balochistan, and an account of the threats faced by defenders of democracy in the region, as well as preliminary recommendations for how best to move forward. Brian Joseph will provide comments.

About the Speakers

Malik Siraj Akbar is a Pakistani journalist who has risked his life covering enforced disappearances, extrajudicial killings, assaults on journalists, and other human rights violations, particularly in his native Balochistan. The founding editor of the Baloch Hal, Pakistan’s first online local newspaper, he previously served as the Balochistan bureau chief of the Daily Times, Pakistan’s leading English-language newspaper (2006–2010). A recognized regional expert, he is the author of The Redefined Dimensions of the Baloch Nationalist Movement (2011), as well as numerous articles on press freedom, human rights, religious radicalism, and the war on terror in Pakistan.

Brian Joseph is the senior director for Asia and multi-regional programs at the National Endowment for Democracy.

3.  Why the US is Not Destined to Decline: A Debate, WWC, 4-5:30 pm May 2

To argue against the widely proclaimed idea of American decline, as this book does, might seem a lonely task. After all, the problems are real and serious. Yet if we take a longer view, much of the discourse about decline appears exaggerated, hyperbolic, and ahistorical. Why? First, because of the deep underlying strengths of the United States. These include not only size, population, demography, and resources, but also the scale and importance of its economy and financial markets, its scientific research and technology, its competitiveness, its military power, and its attractiveness to talented immigrants. Second, there is the weight of history and of American exceptionalism. Throughout its history, the United States has repeatedly faced and eventually overcome daunting challenges and crises. Contrary to a prevailing pessimism, there is nothing inevitable about American decline. Flexibility, adaptability, and the capacity for course correction provide the United States with a unique resilience that has proved invaluable in the past and will do so in the future. Ultimately, the ability to avoid serious decline is less a question of material factors than of policy, leadership, and political will.

Author Robert J. Lieber will discuss his new book, Power and Willpower in the American Future: Why the US is Not Destined to Decline. He will be joined on the panel by Michael Mandelbaum.

As the Obama administration pursues its “Asia pivot,” Tibet is taking on increased strategic significance due to its importance as a source of water and minerals, the militarization of the Tibetan plateau and the Sino-Indian border, Chinese influence in Nepal, and Beijing’s insistence on deference to its control of Tibet as a “core interest.”   The series of self-immolations by Tibetans over the past year demonstrates that 60 years of Communist Chinese occupation has not succeeded in destroying Tibetans’ identity and desire for freedom.  This still unfolding unrest and the democratization of the Tibetan government-in-exile make imperative a review of international policies.

Moving forward, what role will Tibet play in the region’s peace and security?  Do the U.S. and India have the right policies in place for Tibet?  What policies is China pursuing in response to recent events and in anticipation of the future?  What are the prospects for achieving the autonomy the Dalai Lama seeks?  Can Tibetan Buddhism and democracy provide a bridge between Tibetans and Chinese?

Discussing these vital questions will be Brahma Chellaney of the Centre for Policy Research; Michael J. Green of the Center for Strategic and International Studies; Lodi G. Gyari, special envoy of His Holiness the Dalai Lama; and Ambassador Lalit Mansingh, former Indian Foreign Secretary. FPI Director of Democracy and Human Rights Ellen Bork will moderate the discussion.

Speaker Biographies

Brahma Chellaney is a professor of strategic studies at the Centre for Policy Research in New Delhi, a fellow of the Norwegian Nobel Institute, a trustee of the National Book Trust, and an affiliate with the International Centre for the Study of Radicalization at King’s College London. He has served as a member of the Policy Advisory Group headed by the Foreign Minister of India. Before that, Dr. Chellaney was an adviser to India’s National Security Council until January 2000, serving as convener of the External Security Group of the National Security Advisory Board. A specialist on international security and arms control issues, Dr. Chellaney has held appointments at Harvard University, the Brookings Institution, the Johns Hopkins University’s School of Advanced International Studies, and the Australian National University. He is the author of six books, including Asian Juggernaut: The Rise of China, India and Japan and his latest book Water: Asia’s New Battleground. Dr. Chellaney has published research papers in publications such as International Security, Orbis, Survival, Washington Quarterly, Security Studies, and Terrorism. He regularly contributes opinion articles to the International Herald Tribune, The Wall Street Journal, the Japan Times, the Asian Age, the Hindustan Times, and the Times of India. In 1985, Dr. Chellaney won a Citation for Excellence from the Overseas Press Club in New York. He holds a B.A. from Hindu College and an M.A. from the Delhi School of Economics. Dr. Chellaney also has a Ph.D. in international arms control.

Michael J. Green is a senior adviser and holds the Japan Chair at the Center for Strategic and International Studies. He is also an associate professor of international relations at Georgetown University. He previously served as special assistant to the President for national security affairs and senior director for Asian affairs at the National Security Council (NSC) from January 2004 to December 2005, after joining the NSC in April 2001 as director of Asian affairs. Dr. Green speaks fluent Japanese and spent over five years in Japan working as a staff member of the National Diet, as a journalist for Japanese and American newspapers, and as a consultant for U.S. business. He has also been on the faculty of the Johns Hopkins School of Advanced International Studies (SAIS), a fellow at the Council on Foreign Relations, a staff member at the Institute for Defense Analyses, and a senior adviser to the Office of Asia-Pacific Affairs in the Office of the Secretary of Defense. He did graduate work at Tokyo University as a Fulbright fellow and at the Massachusetts Institute of Technology as a research associate of the MIT-Japan Program. He is a member of the Council on Foreign Relations, the International Institute for Strategic Studies, and the Aspen Strategy Group. He is also vice chair of the congressionally mandated Japan-U.S. Friendship Commission and serves on the advisory boards of the Center for a New American Security and Australian American Leadership Dialogue as well as the editorial board of The Washington Quarterly. Dr. Green earned his undergraduate degree in history from Kenyon College and his M.A. and Ph.D. from SAIS.

Lodi G. Gyari is the special envoy of His Holiness the Dalai Lama and the lead person designated to negotiate with the government of the People’s Republic of China. Mr. Gyari is also the executive chairman of the board of the International Campaign for Tibet, an independent Washington based human rights advocacy group. Born in Nyarong, Eastern Tibet, Mr. Gyari and his family fled to India in 1959.  Realizing that Tibetans need to publicize their struggle to the world, he became an editor for the Tibetan Freedom Press and founded the Tibetan Review, the first English language journal published by Tibetans in-exile. Mr. Gyari was one of the founding members of the Tibetan Youth Congress and served as president of the Congress in 1975.  He was elected to the Assembly of Tibetan People’s Deputies, the Tibetan Parliament-in-Exile, and subsequently became its chairman.  He then served as deputy cabinet minister with responsibilities for the Council for Religious Affairs and the Department of Health.  In 1988, he became senior cabinet minister for the Department of Information and International Relations.

Ambassador Lalit Mansingh has served as India’s foreign secretary, ambassador to the United States, and high commissioner to the United Kingdom. He has also been ambassador in the United Arab Emirates and high commissioner in Nigeria with concurrent accreditation to Benin, Chad, and the Cameroons. Ambassador Mansingh joined the Indian Foreign Service in 1963.  After his initial posting in Geneva, he went on to serve as deputy chief of mission in the Indian Embassies in Kabul, Brussels, and Washington. At headquarters in Delhi, Ambassador Mansingh worked in a variety of assignments: as joint secretary in the Ministry of Finance, director general of the Indian Council for Cultural Relations, dean of the Foreign Service Institute, and secretary (West) in the Ministry of External Affairs. Before joining the Foreign Service, he worked as a research fellow in American studies at the School of International Studies in Delhi and as a lecturer in the Post-Graduate Department of Political Science at Utkal University, Bhubaneswar, Orissa.  His current engagements include prof emeritus at the Foreign Service Institute of India and member of the governing body or executive committee of institutions in New Delhi including the Institute of Peace and Conflict Studies, Development Alternatives, and the Indian Council for Sustainable Development. He is chairman of the Federation of Indian Chamber of Commerce and Industry – India U.S. Policy Group and president of the World Cultural Forum (India). Additionally, he is on the International Advisory Boards of APCO Worldwide in Washington and the Bonita International Trust in London. Ambassador Mansingh is currently active in a number of international initiatives for conflict resolution, regional security, and sustainable development including being a part of a Track II dialogue between India and Pakistan focusing on confidence-building measures between the two nuclear-armed neighbors. Ambassador Mansingh holds a master’s degree in political science.  He was recently conferred the Doctorate of Laws, Honoris Causa, by the University of North Orissa.

Ellen Bork is the director of Democracy and Human Rights at the Foreign Policy Initiative (FPI). She came to FPI from Freedom House where she worked on projects assisting activists and dissidents around the world. She previously served as deputy director of the Project for the New American Century, a foreign policy think tank, an adviser to the Chairman of the Hong Kong Democratic Party, as the professional staff member for Asia and the Pacific at the Senate Foreign Relations Committee and at the Bureau of Latin American Affairs at the U.S. Department of State. Ms. Bork has been published in publications, including The Washington Post, The Wall Street Journal, The Financial Times, and The Weekly Standard. She has participated in election observation missions to Afghanistan, Cambodia, Indonesia, and Ukraine and is a member of the Council on Foreign Relations and a member of the board of the International Campaign for Tibet. Ms. Bork graduated from Yale University and the Georgetown University Law Center and is a member of the District of Columbia bar.

2.  Pakistan-India Trade: What Needs to be Done? What Does it Matter? WWC, 9:45 am-4:15 pm April 23

Last fall, the Pakistan government announced its intention to grant Most Favored Nation (MFN) status to India, replicating a decision made earlier in New Delhi and potentially laying the groundwork for greatly expanded trade between the two South Asian neighbors. While fundamental disagreements in the relationship remain unresolved, Islamabad’s MFN decision suggests that it is prepared to deepen trade ties even while progress on core political and security issues continues to lag. Optimists assert that increased trade can build constituencies in both countries for more cooperative bilateral relations between the two long-time rivals.

Recognizing the potential significance of trade in the Pakistan-India relationship, the Woodrow Wilson Center will host a one-day conference on April 23, 2012, that focuses on MFN as an important step toward expanding Pakistan-India commercial linkages. What further steps on both sides need to be taken to establish a fully operational MFN regime?   What are the economic and businesses cases for and against expanding bilateral trade?  What are the primary domestic obstacles in each country to increased Pakistan-India trade?  What are the socio-economic arguments for enhanced bilateral trade ties, and who will most benefit?

Droning on

The Washington Post reports today that the CIA wants to expand drone attacks in Yemen:

Securing permission to use these “signature strikes” would allow the agency to hit targets based solely on intelligence indicating patterns of suspicious behavior, such as imagery showing militants gathering at known al-Qaeda compounds or unloading explosives.

The United States has long used this less discriminating approach in Pakistan, where I am told we killed a lot of tall guys in long white robes before finding Osama bin Ladin holed up in his Abbottabad villa.

This is not an easy policy choice, but the right course is to err on the side of caution.  The Post article emphasizes the risk of drone strikes putting the U.S. on the government side in Yemen’s wars with several groups of insurgents.  I don’t see that as the main issue. After all, we recognize and support the government in Sanaa, even if we don’t intend to get involved in Yemen’s internecine battles.  None of the insurgents are going to think we are not on the government’s side.

The Post also emphasizes that the drone strikes have killed a lot of the “right” people, more than are killed in strikes based on specific intelligence about their whereabouts.  That, too, is not pertinent to the decision-making.  We’d kill a lot of the “right” people by mowing down whole villages too, but it wouldn’t be morally correct or wise.

The issue is the impact of the strikes.  Do they work, or do they not?  Do they reduce risks to the United States or American forces?  A recent quantitative analysis of the drone strikes in the Federally Administered Tribal Areas (FATA) of Pakistan suggests that they have reduced militant violence, BUT:

Finally, it is important to reiterate that any reduction in terrorist activity associated with the drone campaign appears modest in scope. Although a decline in violence in FATA in 2010 coincided with the peak of the drone campaign, FATA militants remain active and violence remains high. To the extent drone strikes ”work,” their effectiveness is more likely to lie in disrupting militant operations at the tactical level than as a silver bullet that will reverse the course of the war and singlehandedly defeat al Qaeda.

Others find more ambiguous results.

The bigger question is the impact on the population in areas where drones strike, and on the broader political context . This is where things get dicey, in particular if you hit the wrong people (no matter how many “right” ones you kill).  Joshua Foust warned about these consequences earlier in the year.  While some Pakistanis and Yemenis may celebrate the deaths of particular militants, there will always be collateral damage, the more so if the “rules of engagement” are loosened.  It is difficult to imagine that most Pakistanis and Yemenis will welcome the deaths of innocent countrymen in U.S. drone attacks intended to protect Americans.  How long will their governments put up with us?  We’ve seen in President Karzai the negative consequences of too many mistaken strikes (not only by drones) and night raids.

General Petraeus, whom I know and respect, needs to repeat the question he asked himself about detention facilities when he took over in Iraq and later in Afghanistan:  are we creating more terrorists than we are taking out of circulation?  No RAND study will likely answer this question.  We’ll have to rely on good judgment, which is in short supply as Washington gears up for its quadrennial blood-letting between Democrats and Republicans.  There isn’t much mileage for an American politician in not doing the max to get the terrorists in Yemen, but restraint might in the end save more American lives.

3. Integrating Official and Crowdsourced Crisis Information, WWC, 4-5 pm April 9

Crowdsourcing crisis information gathered via the Internet is not new to the U.S. Geological Survey (USGS). Since 1999, the USGS Earthquake Hazards Program has been generating Community Internet Intensity Maps (CIIMs) using geographic data submitted to the Did You Feel It? website. This open call to the public is a notable example of how USGS facilitates the sharing of critical crisis information by members of the public not only to provide valuable data for earthquake research at USGS, but also to provide immediate situational awareness for emergency management stakeholders. CIIM is one of the early instances of “crowdsourcing,” consciously developed long before the coining of this term by Jeff Howe in 2006.

New opportunities and challenges are emerging as members of the public use pervasive information and communication technologies,  including social media and social networking sites (e.g., Twitter, Facebook, and user-generated maps), to help in the immediate aftermath of major disasters. The USGS Earthquake Hazards Program has already begun to investigate how to harness crisis data from the crowd via social media sites like Twitter to rapidly detect and characterize earthquake effects. However, as we increasingly have access to ever-growing streams of content online, how can crisis data from government agencies, satellite imagery companies, volunteer technical communities, disaster-affected populations, and the general public be integrated together to better facilitate emergency response, recovery, and mitigation efforts?

In this talk, Dr. Sophia B. Liu will discuss the opportunities and challenges with integrating official and crowdsourced crisis information based on the response to the 2010 Haiti earthquake and what has happened since this catastrophe, which was the tipping point for crowdsourcing and social media use in the crisis domain. Specifically, Dr. Liu will unpack the different interface challenges at the social, technological, organizational, and political levels. She will also discuss the meaning of “socially distributed curation” and its application to information management in the emergency domain.

About the Speaker

Sophia B. Liu, PhD is currently a Mendenhall Postdoctoral research fellow at the U.S. Geological Survey investigating crowdsourced geographic information around earthquakes. She works with Paul Earle at the National Earthquake Information Center in Golden, Colorado as well as Barbara Poore in Saint Petersburg, Florida through the National Geospatial Program and the Core Science Systems strategy. Specifically, Dr. Liu conducts research on the integration of official and crowdsourced geographic information pertaining to earthquakes. In May 2011, she received her PhD from University of Colorado, Boulder (CU) in the Technology, Media and Society interdisciplinary program at the Alliance for Technology, Learning and Society (ATLAS) Institute. In 2006, Dr. Liu was awarded a National Science Foundation Graduate Research Fellowship. Her graduate advisor was Professor Leysia Palen in the Department of Computer Science at CU directing Project EPIC (Empowering the Public with Information in Crisis) and the Connectivity Lab, where we conducted research in the emerging area of Crisis Informatics beginning in 2005 working at the intersection of social, technical, and informational aspects of crises and disasters. Her dissertation research focused on the use of social media pertaining to historically significant crises and the emergence of socially-distributed curatorial practices as a way of managing crisis information in the social media landscape. 4.  Whither Pakistan-U.S. Relations? Looking Toward the Afghan Endgame and 2014, WWC, 11-12:30

After the September 11, 2001, attacks, Pakistan and the United States entered into a new counterterrorism alliance. Yet ever since then, the relationship between the two nations has been a rocky one. Today, this marriage of convenience seems to be approaching a breaking point. Can the troubled partnership be saved? Or will it dissolve in a messy divorce, as has happened in the past? Zahid Hussain, an award-winning Pakistani journalist and writer currently serving as the Wilson Center’s Pakistan Scholar, will address these and related questions in a discussion about one of the world’s most fraught bilateral relationships.

Over the past decade sectarianism has emerged as a major fault line in Middle east politics. Tensions between Shias and Sunnis have found new meaning in light of the Arab uprisings of the past year to define regional rivalries from the Levant to the Persian Gulf. The conflict in Syria, tensions in Bahrain, Lebanon and Yemen, simmering violence in Iraq and the larger regional rivalry between Iran and Saudi Arabia all tell of the growing importance of the sectarian divide.



Vali Nasr is Professor of International Politics at the Fletcher School of Law and Diplomacy of Tufts University, Senior Fellow at Foreign Policy at Brookings Institution, and a columnist at Bloomberg View. He served as Senior Advisor to U.S. Special Representative for Afghanistan and Pakistan, Ambassador Richard Holbrooke between 2009 and 2011. He is the author of Forces of Fortune: The Rise of a New Middle Class and How it Will Change Our World (Free Press, 2009); The Shia Revival: How Conflicts within Islam will Shape the Future (W.W. Norton, 2006); and Democracy in Iran: History and the Quest for Liberty (Oxford University Press, 2006); as well as a number of other books and numerous articles in academic journals and encyclopedias. He is a Carnegie Scholar for 2006. He written for New York Times, Foreign Affairs, Financial Times, Wall Street Journal,and The Washington Post, and has provided frequent expert commentary to media including CNN, National Public Radio, Newshour, Charlie Rose Show, Meet the Press, the Daily Show with Jon Stewart, The Colbert Report. He received his BA from Tufts University in International Relations, MALD from the Fletcher School of Law in and Diplomacy, and his PhD from MIT in political science in 1991.

The Middle East Institute is proud to host Amb. Jeffrey Feltman, Amb. Feisal Istrabadi, and Daniel Serwer for a discussion about the state of U.S.-Iraqi relations in the wake of the U.S. troop withdrawal from Iraq in December 2011. Panelists will explore both the challenges and opportunities presented by the transition of the U.S.-Iraqi partnership from a mainly military to a diplomatic one. What sort of working relationship is emerging between the U.S. and Iraqi governments? What kind of cooperation is taking place in the areas of domestic and regional security, diplomacy, trade, energy, and reform? How has the troop drawdown affected U.S. influence in Iraq and the region in general? Feltman, Istrabadi and Serwer will explore strategies and policies resulting from the new bilateral dynamics.

Bios:  Ambassador Jeffrey Feltman has served as assistant secretary of state for Near Eastern Affairs since 2009. A career member of the Foreign Service since 1986, Ambassador Feltman served as principal deputy assistant secretary in the Bureau of Near Eastern Affairs from February 2008 to his present assignment, serving concurrently as acting assistant secretary of state for the Bureau since December 18, 2008. From July 2004 to January 2008, Ambassador Feltman served as the U.S. ambassador to the Republic of Lebanon. Prior to his assignment in Lebanon he headed the Coalition Provisional Authority’s office in the Irbil province of Iraq, serving simultaneously as deputy regional coordinator for the CPA’s northern area. From 2001 until 2003, Ambassador Feltman served at the U.S. consulate-general in Jerusalem, first as deputy principal officer and then as acting principal officer. Other postings include Tunisia and Israel.

Ambassador Feisal Istrabadi served as deputy permanent representative for Iraq at the United Nations from 2004 to 2007. He is currently the founding director of the Center for the Study of the Middle East at Indiana University-Bloomington where he is also University Scholar in International Law and Diplomacy. Prior to his diplomatic appointment, Ambassador Istrabadi served as a legal adviser to the Iraqi Minister for Foreign Affairs during the negotiations for United Nations Security Council resolution 1546 of June 8, 2004, which recognized Iraq’s reassertion of its sovereignty. He was also principal legal drafter of Iraq’s interim constitution, the Law of Administration of the State of Iraq for the Transitional Period, and principal author of its Bill of Fundamental Rights. Before contributing to the reconstruction of Iraq,  Amb. Istrabadi was a practicing trial lawyer in the United States for 15 years.

Daniel Serwer is a scholar at the Middle East Institute as well as a senior research professor of conflict management and a senior fellow at the Center for Transatlantic Relations at the Johns Hopkins School of Advanced International Studies. Formerly vice president for Centers of Peacebuilding Innovation at the United States Institute of Peace (2009-10), he led teams there working on rule of law, religion, economics, media, technology, security sector governance, and gender.  He was also vice president for peace and stability operations at USIP (1998-2009), where he led its peacebuilding work in Iraq, Afghanistan, Sudan and the Balkans. Serwer has worked on preventing inter-ethnic and sectarian conflict in Iraq and has facilitated dialogue between Serbs and Albanians in the Balkans. In 2006, he served as executive director of the Hamilton/Baker Iraq Study Group.

Moderator: Charles Dunne is the director for Middle East and North Africa Programs at Freedom House and a scholar at the Middle East Institute. He spent 24 years as a diplomat in the U.S. Foreign Service, serving overseas in Cairo, Jerusalem, and Madras, India.  In addition, he was director for Iraq at the National Security Council from 2005-2007 and a foreign policy adviser to the director for Strategic Plans and Policy at the Joint Staff in the Pentagon (2007-2008).

The joke is on us

The temptation to do an April Fool’s post is great, but the barriers are greater:  how can anyone joke about Bashar al Assad murdering Syria’s citizens and managing nevertheless to stay in power?  Or about nuclear weapons in the hands of the Iranian theocracy?  A war we are losing in Afghanistan?  A peace we are losing in Iraq?  A re-assertive Russia determined to marginalize dissent?  An indebted America dependent on a creditor China that requires 7-8% annual economic growth just to avoid massive social unrest?  I suppose the Onion will manage, but I’m not even one of its outer layers.

Not that the world is more threatening than in the past.  To the contrary.  America today faces less threatening risks than it has at many times in the past.  But there are a lot of them, and they are frighteningly varied.  Drugs from Latin America, North Korean sales of nuclear and missile technology, Al Qaeda wherever, Pakistan’s nuclear weapons in the wrong hands, bird or swine flu…  Wonks are competing to offer a single “grand strategy” in a situation that does not permit one.  Doctrine deprived Obama has got it right:  no “strategic vision” can deal with all these contingencies.  They require a case by case approach, albeit one rooted in strength and guided by clear principles.

American military strength is uncontested in today’s world and unequaled for a couple of decades more, even in the most draconian of budget situations.  A stronger economy is on the way, though uncertainty in Europe and China could derail it.  All America’s problems would look easier to solve with a year or two, maybe even three, of 3-4% economic growth.  The principles are the usual ones, which I would articulate this way:

  • The first priority is to protect American national security
  • Do it with cheaper civilian means as much as possible, more expensive military means when necessary
  • Leverage the contributions of others when we can, act unilaterally when we must
  • Build an international system that is legitimate, fair and just
  • Cultivate friends, deter and when necessary defeat enemies

My students will immediately try to classify these proposition as “realist” or “idealist.”  I hope I’ve formulated them in ways that make that impossible.

There are a lot of difficult issues lying in the interstices of these propositions.  Is an international system that gives the victors in a war now more than 65 years in the past vetoes over UN Security Council action fair and just?  Does it lead to fair and just outcomes?  Civilian means seem to have failed in Syria, and seem to be failing with Iran, but are military means any more likely to succeed?  If the threats to American national security are indirect but nonetheless real–when for example North Korea threatens a missile launch intended to intimidate Japan and South Korea–do we withhold humanitarian assistance?

America’s political system likes clear and unequivocal answers.  It has categories into which it would like to toss each of us.  Our elections revolve around identity politics almost as much as those in the Balkans.  We create apparently self-evident myths about our leaders that don’t stand up to scrutiny.

The fact is that the world is complicated, the choices difficult, the categories irrelevant and the myths fantasies.  That’s the joke:  it’s on us.
