You are invited to a discussion of a new paper by two Iranian scholars that examines the behavior of Iran’s government in a broad range of areas, including nuclear negotiations. The paper is based on discussions during the meeting of the Iran Advisory Group that the Stimson Center and the Heinrich Böll Foundation hosted last November in Berlin, Germany.

Panelists will review critical negotiations that begin Feb. 26 in Kazakhstan between the United States, Russia, China, Britain, France, Germany and Iran designed to prevent Iran from developing nuclear weapons. The panelists will shed light on the constellation of political power in Iran, discuss the behavioral patterns of the Iranian government, and suggest steps that can be taken to affect Iran’s behavior.

What was gained from the deaths of many of tens of thousands of Iraqis and thousands of Americans, and hundreds of billions of dollars the war also consumed? Over the last two decades, Kyrgyzstan has experienced two major outbreaks of violence involving the main ethnic communities in the country: the Kyrgyz and the Uzbeks. These violent incidents have generally been viewed as ethnic conflicts and much of the response to the violence from the government, local communities, and the international community has been framed within this understanding. At the same time, Kyrgyzstan has also experienced other, less significant violent events and political crises that have often been linked temporally to the ethnic conflicts. This suggests that a full understanding of the nature of armed conflict in Kyrgyzstan and the involvement of ethnic communities in violence at a minimum requires a broader examination of the context of the violence.

6. Palestinian Refugees in a Changing Middle East, Foundation for Middle East Peace, Tuesday March 5, 12:00 PM- 1:00 PM

While profound changes sweep across many parts of the Middle East today, the plight and status of the Palestine refugees—a present day reminder of one of the very first Middle East crises in 1948—remain left behind, unresolved and in the shadows of these uncertain times.  The dynamism of change for others in the region contrasts with the growing sense of stagnation, marginalization and new dangers faced by Palestine refugees.  Since its creation in 1949, the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) has been at the forefront providing essential humanitarian and human development services to the now approximately 5 million registered Palestine refugees in Lebanon, Syria, Jordan, the West Bank and Gaza.  The challenges to the Agency and its beneficiaries are many—from continuing to operate in some of the most dangerous parts of Syria, to addressing the aftermath of the recent war in Gaza, to providing care and protection to now 2nd and 3rd time Palestine refugees from Syria seeking safety and shelter in Lebanon and Jordan.  UNRWA Commissioner-General Grandi will offer an update on the rising tensions in the region, the international community’s response and new dangers that lie ahead from the perspective of the Palestine refugee.

Filippo Grandi was appointed Commissioner-General of UNRWA on January 20, 2010 having previously served as Deputy Commissioner-General since October 2005.  Prior to joining UNRWA, he distinguished himself in a variety of headquarters and field functions around the globe for the United Nations encompassing refugee assistance, protection, emergency management, donor relations, and humanitarian and political affairs.

With the rise of Islamism in the Middle East, South Asia, and Africa, religious minorities have come increasingly under siege. Already this year, nearly two hundred Hazara Shiite Muslims in Baluchistan, Pakistan have been killed in bombings launched by the Sunni extremist group Lashkar-e-Jangvi. In Egypt, the nation’s new constitution denies Baha’is the right to houses of worship, while Iran’s denies Baha’is any rights at all. In Mali, Islamists have destroyed historic Sufi shrines, and in Iraq, a campaign of terrorist violence has driven almost the entire Mandean community from its ancient homeland. Across a broad geographic area and in once culturally diverse societies, Christians, Jews, Baha’is, Ahmadi Muslims, Zoroastrians, Sufis, Shiites, Mandeans, Yizidis, Sikhs, Hindus, and other religious minorities face a range of threats from ascendant Islamists.

The opening of media freedoms in Burma by the government of Thein Sein has been gradual, but encouraging. The phasing out of formal censorship and the reinstitution of private daily newspapers are positive steps toward informing a public which is increasingly seeking out news and information. However, reliable coverage of ongoing conflicts in Burma, such as in Kachin and Arakan states, has been difficult to obtain. With information on these conflicts still largely controlled by the government, local journalists struggle to present a holistic picture of the violence.

This event will explore the steps that can be taken by the Burmese media, government and other key stakeholders to advance existing media freedoms in order to report more effectively on conflict. Experts will present an overview of the present conflicts in ethnic states and prospects for peace an analysis of media sector reforms, including current challenges and opportunities; and perspectives on conflict reporting from a journalist from Arakan state.

The agreement brokered by the Gulf Cooperation Council (GCC) for political transition in Yemen calls for a National Dialogue Conference to help the country’s leaders develop consensus for draft constitutional reforms and prepare for elections in 2014.During the past year, the transition has faced considerable challenges from wrangling among competing political factions to violent activity by Al Qaeda in the Arabian Peninsula, tribal disputes, and a southern secessionist movement. Later this month, the country’s leaders will finally join together for the start of the National Dialogue Conference in an effort to end gridlock on the country’s stalled political reform process and address worsening economic conditions.

As the country heads into this important dialogue, how does the Yemeni public view the future of the nation and the priorities they want their leaders to address? The United Nations Mission in the Republic of South Sudan (UNMISS) maintains civilian protection as one of its core responsibilities. However, ethnic tensions and a weak national security architecture across South Sudan, coupled with UNMISS’s own limited resources, have made this objective of protecting civilians from physical violence difficult to achieve. There have been sporadic, violent tribal clashes in several South Sudanese states, most notably inter-communal violence in Jonglei state that has claimed hundreds, if not thousands, of lives.

Myanmar: making reforms count

Julian Palma, a SAIS master’s student, reports from Tuesday’s discussion at Brookings:

After half a century of dictatorship and self-imposed isolation, Myanmar is rapidly emerging from a pariah state. Over the last two years, the government has made great progress in political and economic reforms: from releasing political prisoners to the unification of the exchange rate and the possible establishment of a central bank. The concerns ahead, however, lie on will Myanmar sustain the momentum of such reform and transformation.

Priscilla Clap:  institutions

Clap began the discussion by stating that one of the biggest challenges in the country today is institutionalization.  She argued that during the 50-year military rule little was done to develop institutions. The officials behind the reform agenda today are therefore unaware of what kind of institutions they need in order to develop a sustainable democracy. In order to bridge that gap, the international community must play an essential role in institutional building but “they [Burmese] need to do it themselves.”

Although rapid advancements have already been made, sustainable results will only be visible within the next two to three generations. Rule of law is particularly important: “they do not have a system that delivers justice and fairness.” While laws exist, institutions are weak. Clap is currently working on two projects with the US Institute of Peace (USIP) to meet the challenges.

Anoop Singh:  transparency

Anoop Singh was very optimistic with how the reforms are being supported across the spectrum in Myanmar. The biggest concern at the macro level is making the economic transition from a “segmented, informal parallel market” into a unified economy. The objective is to reduce the scale of “off-budget activities.” The establishment of a central bank with a framework that is open and transparent is imminent.

Frances Zwenig: investment climate

Zwenig commented on Myanmar’s investment climate and U.S.-Myanmar relations. It is not clear what the investment regime will look like.  The lack of training and capacity building is unquestionably a concern for investors. Although the U.S. has approved four major banks in Myanmar with which to conduct transactions, two are run by ‘cronies’. The recent resignation of the Minister of Telecommunications has raised eyebrows and has left the industry in further chaos. Myanmar’s big success so far has been healthcare. American presence in-country has helped set up NGOs that advocate effectively for maternal and child health.

Lex Rieffel:  money, regional factors and military reform

Foreign aid

An assessment of foreign assistance entitled “Too Much Too Soon” will be released next Wednesday (March 6) detailing the implications of aid in Myanmar. While great strides have been made on the government side to manage and guide donor aid, Rieffel pointed out that this is a sensitive topic because “donors bring an awful lot of chaos.”

Regional relations

The three critical regional are China, India and Japan.

Myanmar has long aligned itself with China, whose rise is generating nervousness. Some in Myanmar fear China is taking advantage of Myanmar’s wealth of natural resources, so the country is looking for other partners to help build its nascent economy. Rieffel referred to suspension of construction of the Myitsone dam in Myanmar. This Chinese project was of great commercial interest to Beijing, but President Sein said he responded to the “will of the people”.

While India aims to become Myanmar’s ally, it is unlikely to happen, partly for geographic reasons and partly because of distrust of the Indian minority. Japan recently announced cancellation of $3 billion in debt, making it Myanmar’s closest friend today.

Military reform

Military reform is important.  Twenty per cent of the national budget (2013-2014) will be allocated to the military, despite public concern.  There is also concern about the resources that former military heads are claiming.

Conclusion

The moderator remarked in conclusion that there are important cultural impediments to development. In Myanmar, authority is concentrated in individuals, not institutions. The shift to institutions will be one of the most difficult challenges.

2.     The Role of Azerbaijan’s Post-Conflict Narrative in Limiting Refugees’ and IDPs’ Integration into Mainstream Society

Description: Nagorno Karabakh is often referred to as one of the former Soviet Union’s “frozen conflicts” with little explanation of how the conflict “froze” or might “thaw.” Jennifer S. Wistrand, Title VIII-Supported Research Scholar, Kennan Institute draws upon twenty-two months of ethnographic fieldwork conducted in Azerbaijan, shedding light on some of the socio-cultural factors impeding both the peaceful resolution of the status of the region on a geopolitical level and the “successful” integration of Azerbaijan’s refugees and IDPs into mainstream society. Particular attention will be paid to the long-term socio-economic and mental health consequences of not resolving the status quo, especially for refugee and IDP youth.

3.     Training for War and Fragile Peace

Description: With the U.S. Army taking on an advising and mentoring role in Afghanistan as Afghan security forces take the lead, U.S. troops are taking on fundamentally different missions than those for which they were trained. How can we best prepare the military for these operations in fragile states? Should the military do security force assistance differently in fragile states as opposed to developing states?

Brigadier General Ferdinand Irizarry II, deputy commanding general of the U.S. Army’s John F. Following the attack on the U.S. consulate in Benghazi and the death of U.S. Ambassador to Libya Chris Stevens, the United States is weighing its position and policies in the post-Arab Spring Middle East. More than a year after the initial Arab uprisings, the United States is questioning the state of its relations with the nascent Arab democracies and the emerging Islamist regimes. As the second anniversary of the Arab revolutions approaches, political and economic instability persists alongside growing anti-American sentiment, forcing the United States to adapt its policies to the evolving landscape in the Middle East. With the U.S. election just over six weeks away, many American voters are questioning the presidential candidates’ foreign policy strategies toward the region and wondering how the volatility in the Middle East and North Africa will affect the United States in the months and years ahead.

On September 25, the Campaign 2012 project at Brookings will hold a discussion on the Arab Awakening, the tenth in a series of forums that will identify and address the 12 most critical issues facing the next president. On October 1, Georgia votes in a parliamentary election which is set to be its most important and closely-watched contest since the Rose Revolution of 2003. The election is also a shadow leadership election, and its outcome will determine who becomes the leader of the country when a new constitution takes effect next year, as the second term of current president Mikheil Saakashvili ends.

The governing party, the United National Movement, is facing a strong challenge from the recently formed opposition Georgian Dream coalition, led by Bidzina Ivanishvili. The political temperature is high as both sides are predicting victory and exchanging claims and counter-claims about the conduct of the election.

The Atlantic Council’s Michael S. Ansari Africa Center and the Africa Growth Initiative at the Brookings Institution are pleased to invite you to a panel discussion on the findings of the 2012 African Economic Outlook (AEO) report.  The AEO is a collaborative effort of the African Development Bank, the Development Centre of the Organisation for Economic Cooperation and Development, the United Nations Development Program, and the United Nations Economic Commission for Africa.  The annual report surveys and analyzes the economic performance of fifty-three African countries, including, for the first time, Eritrea and newly independent South Sudan.

This year’s report focuses on a critical area of the continent’s socio-economic development: youth unemployment and education. Youth unemployment has been a persistent problem for a majority of African countries and a formidable obstacle to economic growth and stability. Youth dissatisfaction played a major role in the escalation of political unrest in North Africa in the past year, which resulted in a significant decrease in economic growth in the region.  Given Africa’s rapidly growing population, the demographic pressure on labor markets in African countries will continue to increase. If African countries commit to education and skills training, however, Africa’s youth bulge could become a significant competitive advantage in a rapidly aging world.

Mthuli Ncube, chief economist and vice president of the African Development Bank, will provide brief remarks on the reports’ findings and broader implications for Africa’s future, followed by a panel discussion. Panelists will discuss the many unpredictable factors threatening the continent’s economic growth offer brief remarks and policy recommendations for African nations before opening the floor to a question and answer session.

8. Will the Monarchs Reform?  Challenges to Democracy in the Gulf, Wednesday September 26, 12:00 PM – 2:00 PM, Project on Middle East Democracy at SEIU

While 2011 and 2012 have witnessed unprecedented changes across the Middle East and North Africa, the Arab states of the Gulf Cooperation Council (GCC) – Saudi Arabia, Kuwait, Bahrain, Qatar, Oman, and the United Arab Emirates – have not been shaken to the same degree, with the notable exception of Bahrain.  Nonetheless, the dramatic uprisings across the region have had a clear impact on both the populations and governments of the Gulf, and it is worth examining political developments and the state of human rights in these countries.

How have the uprisings and political changes in other Arab countries been perceived by both the governments and citizens of the GCC? What steps have been taken by these governments to prevent similar changes from happening in their own countries, and how have these steps been received both domestically and internationally? What, if any, steps toward democratic reform have been taken, and what future actions might we expect from Gulf governments with regard to reform? How have the GCC governments changed their approach toward their citizens, civil society organizations, media outlets, and labor unions? How have the dramatic political changes in the region affected relations between the U.S. and the governments and people of the Gulf? And how can the U.S. and other international actors engage with the Gulf in a manner that helps its citizens realize their democratic aspirations?

It’s not only Libya

A lot of people seem to be surprised that Libyans have taken up the cudgels against the Benghazi militias thought to have attacked the U.S. consulate there, killing the American ambassador and three of his colleagues.  Readers of peacefare.net will not be so surprised, as I’ve repeatedly described the situation there as evolving in a positive direction, with a lot of appreciation for what the United States and NATO did to defeat Muammar Qaddafi.  I wrote to friends Thursday just before the news of the uprising against the militias broke:

I’ve been there (in both Benghazi and Tripoli) twice in the last year.  I certainly have never had a warmer reception as an American in an Arab country.  Most Libyans, especially Benghazis, understand perfectly well that the U.S. and NATO saved them from Qaddafi.  And they appreciate it.  I drove repeatedly through demonstrations in Benghazi during the election period–there was zero hostility to Westerners.  Ditto at the polling places.  And ditto last September right after Qaddafi fled Tripoli, when I enjoyed a great Friday evening celebration in Martyr’s (Green) Square.

The Libyan transition has been going reasonably well, on a time schedule they themselves have set, with resources that are overwhelmingly their own.  Yes, the militias are a problem, but they are also part of a temporary solution.  There would be no order in Libya today without them.  They guarded all the polling stations during the elections and eventually reestablished control over the consulate compound after the attack.

We’ll have to wait for the incident report to know, but I would bet on the attack having been a planned one (contra Susan Rice) by armed extremists associated with opposition to the elections and possibly with secession of Barqa (Cyrenaica)….The Libyan [political science professor] Chris Stevens met with the morning he was killed gave me an account of these small extremist groups, mainly headquartered in Derna, the evening after the elections [in July 7].  The state has, however, lacked the organization and force necessary to mop them up, which might in fact be a difficult operation.  They are wise not to try until they know they can succeed.

They will now have to do it.  We should be helping them where they need help.

It would be a mistake to take the uprising against the extremist militias as the final word.  There is likely to be retaliation.  What has happened so far is not law and order.  It is more lynch mob, though no one seems to have been killed. We should not take much satisfaction from retribution.  What is needed is justice, which requires a serious investigation, a fair trial and an appropriate punishment.

Also needed are reliable, unified and disciplined security forces:  police, army, intelligence services.  This is one of the most difficult tasks in any post-war, post-dictatorship society.  Demobilization of the militias really is not possible until the new security institutions are able to start absorbing at least some of their cadres. Reform of security services and reintegration of former fighters are two sides of the same coin:  establishing the state’s monopoly on the legitimate use of force.

It is astounding that the United States, after 20 years of demand from weak and failing states in the Balkans, Middle East and South Asia, still lacks adequate institutional means to assist in establishing foreign security forces that behave properly towards their citizens.  We are especially weak on police, whose training and equipping is largely contracted to private companies that hire individuals who have never previously worked together and may have dramatically different ideas about what a proper police force does.  The Americans are also weak in assisting interior ministries, since we don’t use them ourselves.  I have little idea what we do assisting foreign intelligence services, since the effort is classified and has attracted little journalistic or academic attention.  We have some significant experience and capacity to help with military services and defense ministries, but we could use a good deal more.

Police of course are not much use unless you’ve got courts and prisons to process the accused, along with judges, prosecutors, defense attorneys and prison guards.  Not to mention laws, implementing regulations, legal education, bar associations and the ineffable but important “culture of law.”  Installing a modern system for rule of law is a 10 or 20 year project.

The Libyans are facing a  challenge similar to what we have seen in Bosnia, Kosovo, Serbia, Macedonia, Albania, Iraq, Afghanistan, Palestine, Haiti, South Sudan and likely several more places I’ve omitted.  There are pressing rule of law challenges in Tunisia, Egypt and Yemen as well as obvious needs in Bahrain, Algeria, Jordan, Pakistan, Nepal, and Burma (Myanmar).  When will we recognize that we need a permanent capacity to respond comprehensively and appropriately?

Playing chess with Mike Tyson

I might wish that were the name of William Dobson‘s book about how dictators are adjusting to contemporary pro-democracy rebellions, as the original text of this post said, but really it’s Dictatorship 2.0.  I haven’t read it but intend to do so, as there was a lively discussion of it yesterday at the Carnegie Endowment with Karim Sadjadpour chairing, Dobson presenting, Otpor‘s Srdja Popovic and Marc Lynch commenting.

It is hard to be an old style dictator today, Dobson avers.  Really only North Korea is left, as Burma has begun to adjust.  The plug can’t be pulled on communications, which means dictators need to get savvy and use more subtle forms of repression:  targeted tax inspections, contested but unfree and unfair elections (preferably with the opposition fragmented), control over television and the courts, big handouts to the populace.  Dictatorships today do not aim for ideological monopolies but rather to prevent and disrupt mobilization.

Oppositions have to adjust as well.  Srdja outlined the basics:  they need unity, planning and nonviolent discipline.  They must be indigenous.  Internationals can help, mainly through education and help with communications.  Protesters need to avoid confronting dictatorial regimes where they are strong and attack them where they are weak.  You don’t challenge Mike Tyson to box; better to play chess with him.  This means avoiding military action in Syria, for example, and focusing on the regime’s economic weakness.  The contest is between opposition enthusiasm and the fear the regime seeks to impose.  Humor and “dispersive” tactics that do not require mass assembly in the streets (work and traffic slowdowns, boycotts, graffiti, cartoons) are increasingly important in reducing fear.

Marc emphasized the sequence of events in the Arab awakening:  Ben Ali’s flight from Tunisia made people elsewhere realize what was possible, Mubarak’s overthrow in Egypt made it seem inevitable, Libya and Yemen were far more difficult, a reversal that has continued in Syria, where the regime has substantial support from Alawites and Christians afraid of what will happen to them if the revolution succeeds.   The tipping point comes when perception of a regime changes from its being merely bad to being immoral.

So who is next?  Saudi Arabia and Jordan are in peril, Marc suggested.  Bahrain is living on borrowed time.  Srdja suggested Iran, which is moving backwards towards an old style dictatorship after the defeat of its Green Movement, can only be challenged successfully if the protesters learn from their mistakes.  They need better leadership and a focus on the state’s inability to deliver services.  China, Dobson said, has been good at pre-empting large protests.  Burma may not be adjusting quickly enough to avoid an upheaval.

I didn’t hear mention of Russia, Cuba, Algeria, and lots of other places that might be candidates, but no one was trying to be comprehensive.  Wherever they may be, dictatorships will adjust to what they see happening elsewhere and try to protect their monopoly on power from those who challenge it.  Their opponents will also need to adjust.  It is thus in both war and peace.
