For over eighty years the Arab region has been deriving massive wealth from its natural resources. Nevertheless, its economic performance has been at the mercy of ebbs and flows of oil prices and its resources have been slowly depleting. The two critical questions are why and how Arab countries might escape the oil curse.

Institutions and Macroeconomic Policies in Resource-Rich Arab Economies focuses on the unique features of the Arab world to explain the disappointing outcomes of macroeconomic policy. It explores the interaction between oil and institutions to draw policy recommendations on how Arab countries can best exploit their oil revenues to avoid the resource curse. Case studies and contributions from experts provide an understanding of macroeconomic institutions (including their underlying rules, procedures and institutional arrangements) in oil-rich Arab economies and of their political economy environment, which has largely been overlooked in previous research.

The volume offers novel macroeconomic policy propositions for exchange rate regimes, fiscal policy and oil wealth distribution that is more consistent with macroeconomic stability and fiscal sustainability. These policy reforms, if implemented successfully, could go a long way in helping the resource-rich countries of the Arab region and elsewhere to avoid the oil curse.

Well into its ninth year, the conflict in Syria is a devastating humanitarian tragedy and a source of regional instability with serious implications for U.S. national security. Last year, Congress directed USIP to facilitate the bipartisan Syria Study Group (SSG) in order to examine the current state of the conflict and make recommendations on the military and diplomatic strategy of the United States going forward.

The release of the SSG’s final report follows months of extensive consultations across a broad range of stakeholders and experts, as well as travel to the region. It represents the consensus of all twelve Congressionally-appointed SSG members and offers a bipartisan roadmap for the way ahead.

Since 2011 and the fall of the Gaddafi regime in 2011, Libya has been going through a difficult and often violent transition. Mr. Serraj, the head of Libya’s Presidential Council and Prime Minister, who assumed office at the end of 2015, will share with us his experience in governing in such difficult post-conflict circumstances, the prospects for the future of Libya, and what the US and International Community can do to help.

Mr. Faiez Sarraj was born in Tripoli, Libya, in 1960. He currently serves as the President of the Presidential Council of Libya and the Prime Minister of the Government of National Accord.

Mr. Sarraj began his political career as a member of the National Dialogue Committee and he was elected to the House of Representatives for the District of Andalus in the city of Tripoli.

Mr. Sarraj had previously worked in the Libyan Social Security Fund, Department of Project Management. He served as a consultant in the Utilities Engineering Consultancy Office in Libya and worked in the private sector for an engineering project management firm. Moreover, Mr. Al-Sarraj worked as the chairman of the Housing Committee in the House of Representatives in Libya and was a member of the Energy Committee in the House of Representatives.

On July 15, 2016, the Turkish people demonstrated their commitment to democracy and civil rights by peacefully resisting and stopping an attempted coup by a faction within the Turkish Armed Forces. Cautious optimism

Iraq is in transition. With the territorial defeat of ISIS having been completed in late 2017, the reconstruction and political renewal of the country is in full swing. In February, the Kuwait International Conference for Reconstruction of Iraq mobilized almost $30 billion of international support. On Thursday, the Iraqi government held a major oil and gas bidding round aimed at further revitalizing the sector, particularly in areas previously controlled by Islamist insurgents. Moreover, on May 12, Iraq is scheduled to hold its next parliamentary elections, which will act as a stress test for a democracy trying to recover from the ISIS surge. Notwithstanding the positive developments in recent months, Iraq faces a long and stony road ahead in terms of rebuilding and recovery.

On April 26, the Atlantic Council organized a panel addressing the country’s multiple challenges and opportunities, including the role the energy sector can play in enabling recovery. The discussion featured Iraqi Ambassador to the US Fareed Yasseen, Hafez Ghanem, Vice President for Middle East and North Africa at the World Bank, Majid Jafar, CEO of Crescent Petroleum, Ben Van Heuvelen, Editor in Chief of the Iraq Oil Report, and Ellen Scholl, Director of the Global Energy Center at the Atlantic Council, as the moderator. Atlantic Council’s President and CEO Frederick Kempe gave an introductory statement.

The Kuwait Conference was a major success for Iraq. Yasseen stresses its huge symbolic value, both due to its location and turnout. The Kuwaiti leadership showed enormous goodwill to host the event, which has opened a new chapter in relations between the Gulf country and Iraq. Participation exceeded all expectations. Instead of an estimated 500 participants, more than 2000 people showed up. Hafez Ghanem likewise emphasizes that the massive participation, especially of private sector actors, was a huge accomplishment. This demonstrates that there is trust in Iraq.

Hope is justified. Yasseen points out that there is true willingness on the side of Iraqi decision makers to move forward, despite its problems. Iraq has a plan and commitment to implement reforms. The upcoming elections—which are much less sectarian and polarized than previous political contests—will not derail this process; rather, everyone in Iraq is committed to reforming the country. Jafar confirms the ambassador’s assessment. Considering where Iraq used to stand two years ago, we have already seen much progress. The outlook for the country is positive.

Iraq has to pursue wide-scale reforms. Ghanem argues that the country has to adopt a two-fold economic transformation. First, it has to reduce its dependency on oil, both in terms of revenues and mentality. Iraq needs to drop it rentier state attitude and move toward a more productive economy. Second, the country has to scale down its overblown public sector and become more private-sector friendly. Reconstruction will only be successful if this step is made, as most of the $80 billion needed has to come from private investors. Jafar also calls for a downsizing of the public sector. He stresses that the climate for investment has to be improved substantially. Most investors are not deterred by security concerns or political instability, but complain about administrative banalities such as problems with visas, complex administrative processes, and the complex customs system. Corruption compounds theses issues.

Ben van Heuvelen calls for caution. Despite positive signs, Iraq’s situation remains tense. The bidding round on Thursday was a success, but problems stand out. In particular, experienced global oil companies shied away from the auction. Firms that have already had real exposure to the costs of doing business in Iraq are still skeptical. Moreover, the country’s overall security situation continues to be problematic. ISIS has been defeated, but the Islamist insurgency is still ongoing. Iraqi security forces do not posses the capabilities required to establish a deterrent presence throughout all the liberated areas. Although there is no major ISIS threat to the oil sector, instability puts a drain on the budget and inhibits investment. For example, planned pipeline projects to Turkey and Jordan cannot be implemented in the current security climate.

Iraqis and international investors have regained confidence in the country. There is legitimate reason to assume that Iraq will recover from the ISIS nightmare and move towards stability. However, this process will be tedious and arduous, and setbacks will certainly occur.

The day before ISIS

Iraq’s problems were not born in 2003.

In a roundtable discussion hosted by the Middle East Institute on last Tuesday, Dr. Luay al-Khatteeb, founder and director of Iraq Energy Institute, made clear that current discussions in Washington about Iraq are lacking. The focus in DC think tanks on “the day after ISIS” neglects a century of mistreatment, mismanagement, and disregard.

Taking a longer vie, al-Khatteeb focused on the origins of Iraq’s present problems. Sectarianism has been a virulent force in Iraq since before the Ottomans; it didn’t suddenly appear in 2003. Al-Khatteeb points to the 12 successful coup d’états in Iraq’s recent history as a major source of instability in Iraqi politics. If Turkey’s week is any indicator, coups shake the foundation of a society to its core, and their reverberations continue to affect societies long after their conclusions.

The strong centralism that dominated Iraq for most of the 20th century didn’t prepare Iraq’s political class or citizenry for federalism. According to al-Khatteeb, the Kurds had an 11-year head start; enjoying self-government for a decade before the fall of Saddam gave them a huge advantage going into the post-2003 political process.

Miscommunication about federalism in the establishment of the new Iraqi state is one of the major factors contributing to Iraq’s current governance failures. Many political participants came to the negotiating table talking about federalism, but were still grounded in the centralism of previous decades. Kurds adopted the language of federalism, but had independence in the back of their minds throughout the negotiations.

Because of this lack of meaningful consensus, Iraq never established functioning governing institutions. How then, did Iraq survive for 10 years ? Al-Khatteeb says sheer luck. Oil prices were high enough that the Iraqi government could muddle along without thinking of the future. People in government looked at oil money as a supermarket—taking as they pleased to finance any number of special projects. Currently there are 7 million Iraqis on government payroll. Those constantly expanding public salaries drained surpluses during high oil prices and are now dragging Iraq down into deeper deficits. In 2013, Iraqi foreign reserves were at 80 billion. Total is down to 40 billion today.

On the Kurdish question, al-Khatteeb predicts that the now dominant KDP would lose to the PUK and Goran alliances if an election was held today. They are clearly winning at the constituent level, and are negotiating with Baghdad to ask what’s in it for them to remain in the Iraqi state.

Right now, the answer is quite a bit. The KRG gets $100 billion per year from Baghdad. It also gets to keep somewhere around $40 billion in its own production, although exactly how much oil is produced and exported from Kurdish regions is not publicized. However, Kurdish production is dependent on Kirkuk, and Kurdish hold there is tenuous at best given the competing claims for the territory. Even still, oil production in the Kurdish area has fallen from 800,000 barrels to 550,000.

Everything comes back to government mismanagement. There are 1.4 million people on government payroll in Kurdish areas. The Iraqi federal government was encouraging governorates to hire as many people as possible, and threatened to withhold funds if hiring demands weren’t met. The salaries of government officials are criminally high, in al-Khatteeb’s mind. MPs make $20,000 monthly, each of their dozens of advisers each make $10,000, on top of the president and PM making $50,000 each month. If Iraq is going to overcome its centuries of neglect, they need to start paying some attention where it matters.

The reports conclude that the U.S. approach to counterterrorism, stabilization, and state building has been counterproductive—and could be improved by focusing strategically on peace, relying less on the military, taking a tougher line on bad governance, and working more closely with civil society. An expert panel will discuss the policy and operational impacts of the recommendations derived from these case studies. The panel discussion will be followed by Q & A. Turkey’s politics and foreign policy: Bridging the populism/realism gap | Thursday, February 4th | 3:30-5:00 | Brookings | REGISTER TO ATTEND | Under the leadership of President Recep Tayyip Erdoğan and the ruling Justice and Development Party (AKP), populism has become a pervasive feature of the “new” Turkey. In the latest Turkey Project Policy Paper, Nora Fisher Onar of George Washington University’s Institute for Middle East Studies explores the tension between populism and realism as a driver of uncertainty in Turkey’s domestic and foreign affairs. The paper examines the sources, evolution, and consequences of AKP populism since 2002, including the problematic disconnect between anti-Western domestic rhetoric and the recent need for pro-Western pragmatism as Turkey’s regional ambitions have been confronted by the disorder spilling across its borders. On February 4, the Center on the United States and Europe at Brookings (CUSE) will host a panel discussion to explore the tone and substance of Turkey’s politics and foreign policy as the country emerges from a polarizing electoral cycle. Fisher Onar will present the conclusions of her new paper, “The Populism/Realism Gap: Managing Uncertainty in Turkey’s Politics and Foreign Policy.” Following her remarks, Soner Cagaptay of the Washington Institute for Near East Policy, Alan Makovsky of the Center for American Progress, and Kadir Ustun of the SETA Foundation will offer their perspectives. The discussion will be moderated by Brookings TUSIAD Senior Fellow Kemal Kirişci. After the program, panelists will take questions from the audience.
