This event will feature several of NAPI’s Young Policy Leaders and NAPI affiliates, who will discuss their research on the impact of migration and forced displacement in Libya. There are currently an estimated 12.4 million displaced people across the MENA region: a tremendous humanitarian emergency that is compounded by various environmental and governance factors. In Libya, the International Organization for Migration (IOM) accounted for 245,000 IDPs in February 2021, and over 620,000 returnees since 2016. Together, they make up close to 900,000 displaced Libyans in five years, which is approximately 14% of the Libyan population. In addition to IDPs, IOM tracked 576,000 migrants in Libya in February 2021, although these do not include migrants in movement and those in the hands of people traffickers. The speakers’ research spans intersections such as the economic recovery of people impacted by conflict, the state of migrant detention centers, the rights of migrant workers, the experiences of IDPs in establishing livelihoods, and the connection between climate change and displacement.

For over a year, Somalia and Ethiopia have faced severe crises in governance and security. As Ethiopia heads into elections in early June, the Tigray insurrection against the central government has metamorphosed into an entrenched insurgency, even as external powers such as Eritrea have reinforced the Ethiopian military. Dangerous tensions have also escalated between Ethiopia and Sudan. In Somalia, an effort by President Mohamed Abdullahi Mohamed to delay presidential and parliamentary elections and extend his rule has brought the country to the edge of a civil war. Intersecting with complex rivalries in the Red Sea region and the Middle East, tensions between Somalia’s federal government and federal member states risk wiping out a decade of stabilization efforts. Meanwhile, the terrorist group al-Shabab has been growing stronger over the past four years. On May 20, Foreign Policy at Brookings will convene a panel to discuss these internal crises, their regional complexities and repercussions, and June elections in Ethiopia and Somaliland — a state within Somalia. After their remarks, panelists will take questions from the audience.

The Alliance needs its members to get tough

In advance of the upcoming NATO Leaders Meeting, it is a timely to discuss the Alliance as a political forum and its future cohesion. NATO’s strength and resilience derive from Allies’ shared committment to the values and spirit of the Washington Treaty, namely the principles of democracy, individual liberty, the rule of law, and the development of peaceful international relations. As NATO grapples with a challenging security environment, it must also confront erosion of democratic norms within some member countries, which undermines NATO unity. On April 27, 2021, The Center for Strategic and International Studies convened a panel to discuss prospects for NATO cohesion in light of a changing strategic environment. Values and Principles Define NATO

One consistent theme of the panel was the centrality of democratic values and ideals for defining the character of the NATO alliance. Ambassador Domenach noted that a lack of ideological and political cohesion across NATO member countries is a detriment to Alliance structure. The increasing failure to agree on basic norms of good governance and democratic rule intensifies tension and undermines meaningful cooperation. Moreover, the failure to agree on basic values undermines the material ability of NATO and its member nations to engage in its core functions of deterrence and defense in two ways. First, ideological rifts are particularly significant in the context of NATO’s organizational structure, which requires unified decision-making. When any one country can block actions by the group, schisms within the group become increasingly problematic. Second, lack of ideological cohesion in NATO undermines credibility because it decreases the likelihood that NATO will be able to act decisively against its enemies.

Nouripour similarly argued that ideological divisions among NATO members has material implications for security. He pointed to Turkey’s current attempts to play the US and Russia off of one another. The most significant manifestation of this strategy of straddling with ideological opponents has been the purchase of the Russian-made S-400 air defense system. However, Ankara has recently discovered that the black boxes in the S-400 will not allow them to target Russian planes. In essence, then, a NATO ally has ceded its air defense sovereignty to Russia.

Ellehuus pointed out, however, that NATO has not always relied on, or succeeded based on, ideological uniformity. In fact, at the outset NATO included members such as Portugal that did not at the time share the same democratic values as many of the other members. She argued that this might indicate that value cohesion is not necessarily crucial for NATO. However, both Nouripour and Domenach agreed that ideological cohesion is more critical now than it was in the early days of NATO. Nouripour argued that democratic backsliding and the rise of disinformation campaigns and other attempts to actively weaken democracies dictates that a stronger emphasis be placed on maintaining democratic values.

Compelling Good Behavior

One clear weakness of the NATO structure that emerged out of this panel’s discussion is the difficulty that the organization has in compelling good behavior from non-compliant member states. Domenach pointed to suggestions about creating a code of conduct or reviewing compliance with fundamental NATO values. Ellehuus similarly pointed to two proposed articles that would require NATO allies to 1) refrain from politically motivated blockages of NATO business, and 2) to report any interactions with third countries that might affect the security of allies.

However, she also acknowledged that these changes were highly unlikely to pass in any meaningful form, largely because non-compliant members can and most likely will veto any attempt to pass these measures. She also argued that the North Atlantic Council is a valuable forum through which to air disagreements and negotiate solutions. Recent attempts by the NATO Secretary-General have proven fruitful in this regard.

Nouripour disagreed with this assessment to some extent. While he agreed that NATO is unlikely to pass meaningful reforms that allow it to police the conduct of member states, he similarly found the prospect of the North Atlantic Council and the NATO Secretary-General negotiating compliance to be unlikely. Instead, he argued more in favor of direct bilateral and multilateral engagement to push for democratic values. Given the constraints of NATO as an organization, he believes that states acting on a national basis can perhaps create greater leverage with member countries. Ellehuus ultimately agreed that national power might be an effective mechanism through which to encourage compliance

Therefore, while NATO faces a variety of internal and external threats to its political and ideological cohesion, member states are stepping up in innovative ways to tackle the new threats of the 21st century.

The April 20 death of the President of Chad, Idriss Déby, and the subsequent military coup have profoundly destabilized the country and other parts of West Africa. Likewise, over the past year, the security situation has deteriorated significantly in Mali, Burkina Faso, Niger, and northern Nigeria. The region is facing many severe challenges from climate change and desertification, poverty, and inequality to poor governance, militancy, and terrorism, precipitated by a diverse set of local militants and international terrorist groups.  During President Déby’s three decades of authoritarian rule, Chad came to be seen as a crucial lynchpin of counterterrorism in the region and a key ally of the United States and France. Yet President Déby’s death once again highlights the dangers of building counterterrorism strategies around authoritarian leaders and the struggle to find effective policy alternatives.

On May 7, Foreign Policy at Brookings will host a panel of experts to examine the latest developments in Chad, as well as the regional implications and deeper policy dilemmas of counterterrorism, stabilization, and good governance.

The UAE as peace brokers

The Abraham Accords and Normalization with Israel

The defining feature of the discussion between Ambassador Otaiba and McMaster was the rapidly evolving dynamics of both the Gulf and the Middle East writ large. Nowhere is that more true than with respect to Israel and the recently signed Abraham Accords. Otaiba in particular stressed that people in the region are tired of decades-long conflicts and are increasingly desirous of new approaches to old problems. One indication of how widespread this desire for change is is how quickly three countries followed the UAE’s lead in normalizing relations with Israel.

McMaster called attention to an op-ed penned by Otaiba prior to the Accords in which he argued that annexation would critically inhibit the ability of countries like the UAE to negotiate with Israel. Both agreed that the signal sent by the publication of this opinion piece–which was also published in Hebrew–served as an effective opening salvo of signaling that ultimately facilitated the negotiations that generated the Accords.

Iran, the Gulf, and Extremism

McMaster pointed to the name of the Accords themselves as an attempt to transcend the religious and sectarian divisions that have plagued the region in recent decades. He also pointed to Iran as an actor that has consistently complicated these aims. In particular, he identified Iran’s support of proxy actors in conflict, attacks on oil tankers in the Gulf, and the promotion of ideological justifications for sectarianism and theocracy as ways in which Iran has complicated the dynamics of peace processes in the region.

Otaiba also identified Iran’s support for violent extremists as a significant complicating factor in peace processes. Notably, he argued that it was not only the rise of Shia extremism at issue, but also the way in which Iran’s rhetoric has motivated Sunni extremism as well. Otaiba pointed to the UAE’s work to combat extremism as an important step in this regard. For example, the UAE invited the Pope to visit the country and developed a complex that included a synagogue, mosque, and church. By doing so, the country aims to challenge the perception among some that extremists are the true guardians of community and society.

The Future of the Region

Otaiba argued that the way in which Iranian rhetoric has reinforced Sunni extremism is indicative that the future of the region will not be defined by a Sunni-Shia fault line, but rather a debate over the role of religion in governance. This fault line will be divided, according to Otaiba, between those who believe in a separation between church and state–as he does–and those who believe that religion ought to be incorporated into governance.

McMaster and Otaiba also believed that the Biden administration will differentiate itself from the conciliatory approach to Iran that characterized the Obama administration. This difference in outlook is largely attributed to the Trump administration’s policy of maximum pressure, which has given this new administration a stronger hand with which to leverage more concessions out of Iran. While both were fairly optimistic that the Biden administration will maintain a strong line against Iran, Otaiba expressed some concern about the prospects of the administration’s push for peace and withdrawal in Afghanistan. The UAE has taken some steps away from this theater in recent years, diminishing its ability to leverage its role as a broker to achieve peace. While Otaiba expressed that the UAE was willing to accept the outcome of any agreement between the US, the Taliban, and the government, he also expressed disbelief that all three parties could come to a durable agreement.

The pre-election period in Georgia was characterized by a high degree of societal polarization, which was largely reflected in the country’s information environment. Domestic political actors undertook multiple inauthentic activities on Facebook to advance their political goals and mislead people. Beyond the domestic operations, the strategic public release of stolen documents ahead of elections by external actors was a new phenomenon for Georgia, as was the release generated widespread controversy and confusion. Georgian elections were also the target of Kremlin-led disruptions online whose primary objective was to instill a sense of vulnerability and demoralize Georgian voters.

Foreign interference and influence efforts remain a driving issue in the country of Georgia.
